Just to defend 1994, the crowd is super hot. Like HOT hot. Loud, excited, just unbelievably hype for everything outside Taker vs Taker. It's an incredibly watchable show and I think that enthusiastic of a crowd during the 90s downturn is a big part of it.
Summerslam 2004 is really not good. The stakes feel low, the world title scene is ice cold, Matt Hardy vs Kane "Til Death Do Us Part," Diva Dodgeball, the first match of Cena vs Booker Best of 5 which is pretty much meaningless for the second biggest show of the year, by his own admission Edge's career least interesting point, the Angle-Guerrero match that just makes us wish either were in the main event title picture and a terrible cover of "Summertime Blues" by Rush as the obnoxious theme throughout it.

2005 was kind of meh. The main event depends on how you feel about Shawn's crazy selling, and other than that you've got Benoit beating Orlando Jordan in record time, a disappointing Edge vs Matt Hardy match, Angle vs Eugene, predictable world title matches, and Rey vs Eddie which is a good match, but has the whole custody of Dom angle hanging over it.

1990 is the worst, the first two matches COULD have been good but they were short basically SNME style 5 minute matches as was most of the card. The main event was OK but man what a lousy card I thought Harts/Demolition and Hogan/Earthquake were both good and the two best matches on the show. Warrior/Rude was fine but not as good as their matches the previous year. I remember there being a ton of backstage interviews on that show. They could've cut down on those to give some of the matches some time. However other then maybe Warrior/Rude I don't think there was really anything else that needed more time. Shawn was legit injured so it wouldn't make sense to have a glorified handicap match go long. With Tornado/Perfect the story was Perfect was overconfident in accepting the match on short notice and was taking the newcomer lightly. So in that sense it made sense for Tornado to win relatively quick as if you have the match go too long it doesn't make the story they were trying to tell as effective. Tito and Warlord didn't need to go any longer then it did. Duggan-Volkoff against Orient Express I thought booked exactly how it should've been in that it was a fun enough short and energetic match with the popular faces getting the win. I guess you could make a case for Dusty and Savage but that match was just a backdrop for the stuff with Dibiase and Sapphire. I saw Jake and Bad News have a surprisingly pretty good match at MSG in April of that year but both of those guys could also be pretty lazy and really dog it if they were unmotivated so probably for the best to play it safe and keep it short.

80s - i have a soft spot for 89, probably because I had it on VHS and watched it on a constant loop. I didn’t watch 88 until it came out on tagged classics in the UK in the 2000s, so without any nostalgia for it I think it is not a great show overall. The Warrior moment and Elizabeth Bucks Fizz finish almost rescue it, but def the worst of the 80s.
90s - 93 and 95 have a case for the worst - prob 93 shading it due to the bizarre Lex ending and not having a classic like HBK v Razor II to rescue it. 99 is also not a great show, but has the benefit of being set in a really hot time period. By that I mean during the attitude era, not during August.
2000s - 2004 wasn’t great, but did have Eddie v Kurt II.
2010s - they all blend into one a little bit from here, but 2016 had the Randy Orton v Brock debacle but also had the classic AJ v Cena match to rescue it.
2020s - without looking I honestly couldn’t tell you the main events of any of the recent summerslams. Lots of Roman winning, I remember that much.
So probably 1993 if I had to choose an overall worst without revisiting them all start to finish.

Was that the year that Taker and JBL had an insanely boring match, the crowd starts doing the wave or throwing beach balls or something to amuse themselves and you can see Taker being visibly pissed off at them?

That was 2004, and the match is almost, well, not really, worth it for that! 2005 was Taker vs Orton 2.

That would be the previous year (2004), Taker wrestled (and lost to) Randy Orton in 2005 while JBL lost to Batista.

1994 was utterly dire, aside from the Woman's Championship match and the Leslie Nielsen. Terrible main events and, not including the aforementioned bout, none of the matches helped carry it either. Wasn't the Bret/Owen cage match at this show? That alone makes this a middle of the row Summerslam at least.... similar to how Bret/Austin saves Mania 13 from being one of the worst.

1993 was pretty dire, HBK/Perfect wasn't that good, Lawler gets a reverse decision win over Bret, and Luger celebrates like a goof over winning a title match by countout.

1996 is a two-match show (Taker/Mankind and Shawn/Vader), and they havent aged all that well to be perfectly honest.

2014 was absolute trash. I went in 2012, 2013 and 2014. Bought my tickets well in advance because it's an easy trip to LA from the Bay Area. I saw that 2014 card and was ready to sell my tickets on StubHub. F'n Brie Bella vs Stephanie was semi main event! It felt like a slap in the face to the fans. Not only do I not want to see that shit, I damn sure don't want to pay to travel 6 hours by car or one hour by plane to see it. The only reason I went is because my girlfriend at the time found Megabus tickets on Groupon for $10 each way. So we got down there for $40 round trip. Primarily because she wanted a weekend trip to LA. Brie vs Stephanie in the semi main event, Brock squashing Cena in a match fit for Saturday morning Superstars. The only thing on the card worth a damn was Rollins vs Ambrose. And even that was a Lumber Jack match. Of all shitty stipulations they could have chosen. I have never went back and rewatched this show and I never will.
Honorable mention to 2006. That was the 1st time I saw a Summerslam card on paper and thought to myself, who the hell would pay to see that?

1996 is a two-match show (Taker/Mankind and Shawn/Vader), and they havent aged all that well to be perfectly honest. Bulldog vs Sid is a lot of fun, especially considering Bulldog was about to potentially leave and made Sid look like an absolute monster. It's also a well paced watchable show. Like, Boiler Room Brawl drags a bit with no commentary, but this show is incredibly watchable even if the matches aren't great. And, looking at the roster, it's absolutely as good of a show on paper as they could have booked at the time, especially considering Warrior's departure and Ahmed's injury.

I've only seen 88-90 once each and don't remember them enough to comment. 91 is a fun show to me, with some good matches and decent build. 92 is another one I only watched once and it was pretty dull, tbh. 93 is remembered mostly for the finish to the main event. 94 has nothing memorable on it, save for the cage match and Taker/Faker and the latter is for the wrong reasons. I have a soft spot for 95, as it was my first year of watching wrestling. 96's best match is the Boiler Room Brawl, which is honestly hard to watch, due to the lack of commentary throughout. I don't hate 97, but the show is definitely lacking something and Austin's injury kills the mood. 98 is not a horrible show by any means, although Austin/Undertaker, for all it's hype, ended up being pretty average, they just never truly clicked. 99 is a good show, imo, but I maintain that D'Lo and Kane and X-Pac should've won their matches.
2000 is a fantastic show, the only stinker (pun intended) is the Kat/Terri Stinkface match. 2001, I've only seen a few times, but there's good stuff on it, despite the extended steel cage burial of DDP and Kanyon, and the flat finish to a hot WWF title match. 2002 is another fantastic show, which doesn't have a bad match to be found. 2003, I've never seen in it's entirety, just the main event, which... yep. 04 is an OK show, but is brought down by that awful JBL/Undertaker match and the crowd hijacking things. 05 starts off pretty weak, but builds up as the show goes on, and the main event is at least fun to watch. 06... I personally like it, although I get why some people wouldn't. Haven't seen 07. 08 is a very weird show in a very weird year. 09, I wasn't crazy about at all.
2010 was even worse, as nearly every finish was the opposite of what people wanted to see. 2011-2015 I haven't seen. I liked 2016 at the time, but it was the first SummerSlam to suffer from being too damn long. 2017-2018 also had this, while 2019 was a bit better. 2020 was the first Thunder Dome PPV, for better or worse, while 2021 I remember not sucking too badly. 2022, what I watched, was good, at least.

The first (and only) WWF cage match I have watched that properly embraced the escape from the cage rule, with both men actively trying to dive for the door repeatedly. In your standard cage matches of the time, only the heel would go anywhere near the door and the face would triumphantly insist on going over the top of the cage. Told a great story and an excellent finish.

Punk/Cena/Show was a weird Match. Main Event with the first HHH/Lesnar Match was a bit boring and they had not that much Chemistry in their Matches.

Told a great story and an excellent finish. It would have worked better for me if they hadn't spent what felt like 90% of it clinging to the cage and doing nothing of note. Dull, repetitive, and felt like it went on forever. If they had mixed it up with more mat wrestling, it would have actually been good as it was Bret vs. Owen, but they clung to the cage like magnets.

1995 even with the ladder rematch was horrible but then again besides Survivor Series what ppv from 95 stands out
