I know Rock was still not the top guy, but when you look at his PPV history, it's an outlier.

Sting faced some very odd opponents in the mid-90s, even after being a multiple time World Champion. Nailz (as The Prisoner) is probably the most WTF-ish of the lot.

Batista during his first world title reign having a PPV match with Jonathan Coachman. It was supposed to be Austin v Coach but Austin walked out for like the 4th time in 3 years so Vince randomly announced Batista as the replacement on the final Raw.
The match itself it weird enough but then when you think it couldn't get anymore random a wild Vader appears. He hadn't been seen in the company in 7 years and he randomly shows up as Coach's henchman along with Goldust who had also been gone for 2 years.

The rumors were that Coach was gonna go over with interference from a returning Mark Henry. Mind you, this was before House of Pain when Mark Henry was considered a flop by many that was midcard at best. Then from there Austin would have feuded with Mark Henry and face off at a PPV before presumably facing Hogan at Wrestlemania. Yeah I can see why Austin walked. From what I also read, Goldust and Vader were a product of USA asking for Attitude Era characters, hence why Austin returned and Mankind faced Carlito. Goldust and Vader were names from that era, but it was bizarre seeing them run in to help Coach fight Batista. The highlight of it all was Vader falling off the apron after the beatdown of Batista.

SummerSlam 2005 - Kurt Angle v. Eugene It's funny how in both 2004 and 2005 Eugene basically had the same experience at Summerslam. Accompanied by a manager (Regal 04, Christy 05) against an opponent higher on the card than him (HHH 04, Angle 05) and in both cases the crowd turned on him and cheered his opponent. It seemed like fans liked him in general but when they tried pushing him past midcard and getting high profile opponents on major PPVs they didn't buy it.
