There's the big names like Hogan, Flair, Savage, Goldberg, etc. But what were lesser known guys who have appeared on both Monday Night Shows.
The Beverly Brothers were on the early Raws, facing The Steiner Brothers and Money Inc. They would later appear briefly in WCW and faced High Voltage and DBS and Jim Neidhart on Nitro

Jim Powers was on at least one episode of Raw and made numerous appearances on Nitro.

Miguel Perez Jr defeated Juventud on Nitro, prior to his run as the hairy one in Los Boriquas.

For Raw, I am going to give a 2000s example: The Heartthrobs. Do you remember these guys? I didn't think so.

Eric Watts. His "heyday" in WCW was before Nitro started, but he appeared on Raw as part of Tekno Team 2000 and on Nitro in 1999.
Nick Dinsmore aka Eugene made some jobber-to-the-stars appearances on Nitro in '98.
I know the Beverly Brothers already got mentioned, but don't forget that Mike Enos was part of the segment that was Scott Hall's WCW debut.
Come to think of it, Steve Doll/Steven Dunn had that one Nitro appearance and a few on Raw as half of Well Dunn.

The Nasty Boys had two Raw matches in early 1993 before leaving to land WCW that summer. But they didn't appear on Nitro until March 1996 despite being active since the show's inception in Sept 1995.

Jerry Lynn would've made appearances on both, in WCW as Mr. JL and on Raw but it was after the MNW.

Bobby Fulton and Tommy Rogers - as their tag-team combination The Fantastics on Nitro and against one another on Raw.
Rock 'n' Roll Express wrestled on both shows. PG-13 too. Devon Storm under that name on Raw and Crowbar of course in WCW. Guess Ace Darling would go here too. Jimmy Del Ray/Jimmy Grafitti as well.
Bertha Faye in WWE/Rhonda Singh in WCW for a spell. Bull Nakano made a Nitro appearance during her WCW stint. Molly Holly if you forgot she was Miss Madness/Mona.
Some names bigger than others of course. Didn't want to go crazy or too obvious but some I thought of that hadn't been mentioned already.

Not a lesser name, but AJ Styles was in some of the last Nitros.
Dominik Mysterio was also on Nitro as a child
Road Warriors were on some early Nitros
Eugene (Nick Dinsmore) worked on Nitro a few time as an enhancement talent
Chris Harris was on a few Nitros, but never made it to RAW
Fit Finlay
Jamie Noble (Enhancement in WCW)
Jeremy Borash was in a background shot in RAW and was Russo's assistant in WCW
Scott Armstrong (was a ref/wrestler in WCW and a ref in WWE)
Looking back on WCW's roster in 2001, it really just turned into the core of TNA. If WCW did manage to survive, I think it would have just looked a lot like TNA.

I swear I saw Hector Garza on a Raw once unless I imagined it. Also I assume Charlotte Flair counts. David Flair probably does... I'm assuming he was on raw at some point <_< not really Lesser... on the raw side... but Cody did appear in WCW at some point.

Mike Modest and Donovan Morgan each had singles matches on both RAW and Nitro. Modest was wrestling Chris Daniels when Daniels slipped on a springboard and landed right on top of his head (he was all right, it just looked funny).
