Out of all the people EMPLOYED by WWE, who is most responsible for the mediocre product? There's a lot of blame to go around, but who should get most of it?

The RAW creative team should get the boot in it's entirety.
Other than that? Combination of factors.

Other: Johnny Parisi.
The show just isn't good without him.

Vince. Because honestly, even though the others make bad decisions, Vince has the power to veto those decisions before anything crappy happens, and he doesn't. So Vince has to take the blame.

LOL @ the fact that Stephanie will end up winning this pole by a landslide. Despite all of our ignorance as to what goes into the creative process.

I think its either Kevin Dunn or or Steph. They seem to be the ones most responsible for what appears on TV. I can't blame Vince for trusting his daughter or not being worried as long as he is making money. Ace is just hiring people and even then they aren't all bad hires. I really don't think Gerwitz is doing to great but, he is no where near as bad as Dunn or Steph.

Kevin Dunn
He pushed for Tough Enough, the Diva Search, and everything non-wrestling on a wrestling show.
He's far worse than Ace.
And Steph is a close second.

Nothing happened without getting by Vince, so in the end it's on him That's definitely a good argument. I think what it comes down to who we blame more: the people who come up with the ideas or allow the ideas to happen. I'd go with the former myself, but the other argument does make a lot of sense.

It's 100% Vince's fault. Every single WWE wrestler interviewed about the product will always say that Vince McMahon has final say on everything about the product. Kevin Dunn can come up with as many stupid ideas as he wants, Johnny Ace can want to fire or hire whoever he wants, but none of it gets done without a stamp of approval from Vince McMahon himself.

But theres the question can Vince review every single hiring/firing. angle, etc. and still have time to appear on the shows, and do what he needs to behind the scenes?

Okay here it is in order:
Vince - Wanted to make the E less wrestling based and did so (" I don't make wrestling shows, I make movies" Likes crappy Diva searches, fart jokes and the like.
Kevin Dunn - Hates wrestling, responsible for tough enough and other shenanigans. Kevin Dunn is the third most powerful man within the company after Vince and Linda.
Johnny Ace - Responsible for hiring the amount of generic garabage we've been seeing. No matter how awful the creative angles are, the wrestler's talent should be able to shine through and it hasn't.
Stephanie McMahon - The Ultimate in yesmen. Daddy wanted to take the company in a new Hollywood-esque direction and so she hired a bunch of failed sitcom and soap opera writers. Comes up with angles she thinks her father will like rather than what the fans will like.
And I'd put Linda in there as well, she reportedly wanted to make the E the far more corporate entity it is today. Hence the trickle down effect.

Somehow I don't believe it is necessarily an employee of WWE that is most responsible for the problem....could be the negativity and disocuraging attitudes prevalent on comment boards, forums, fan sites, etc. that's a contributing factor.
What woud definitely be more beneficial is having guys who are extremely funny, comical and humorous as well as fun loving....like John Cena is! To be able to cut more promos and be entertaining instead of solely focusing on the wrestling aspect of the programming. Allowing John Cena to be able to bring a sense of fun and shenanigans to the RAW show. Instead of only focusing on the wrestling aspect of what he and other guys he is having matches with are doing. Because focusing only on the wrestling aspect..... that robs the fun and makes fans unhappy, and can harm them because seeing a pro wrestler you love and care about being harmed or being threatened with harm, or even being said to have been harmed even if that didn't actually happen to him or her--- is upsetting, saddening, and makes me and others as well.....feel uncomfortable, helpless, scared, and discouraged.
THAT'S WHY Monday Night RAW needs to focus on John Cena and let him and the other guys do things that are more entertainment-based, being funny, comical, and more about making people laugh and enjoy what's going on instead of focusing only on being wrestling based!! RAW being more fun would enhance the atmosphere and make the show 9000,0000,0000,0000,0000 times better and well-worth the time spent to tune in!!!
