Alright, a lot of us agree that Nitro has some pretty good talent and a lot of potential on top of that. The undeniable fact, however, is that right now crowds couldn't care less about him as ECW champ.
He's fighting an uphill battle to get over from the start because of the way he became champ, filling in for Benoit (the utter silence when he entered and the "We want Benoit" chants would have been depressing even if you didn't know what happened with Chris), but it's not an insurmountable obstacle. Another problem is that he never got the buildup needed to get him over in ECW prior to becoming champ, but that can be overcome as well.
So, the question is, how do you get the guy over?
Three things immediately come to mind:
1. Have him actually do something heelish. (Relying on his self-absorbed pretty-boy persona won't make people love to hate him.)
2. Stop ending all his matches with weak spots. (See: Vengeance versus Punk, last night versus Dreamer.)
3. Give him a recognizable, named finisher. (Here's where pre-championship buildup would have helped a lot.)
4. Let him cut a couple promos. (He's decent on the mic now, and they can keep it short and easy.)

How to get Nitro over:
Put him back on Smackdown or RAW cause he couldn't spell extreme with a dictionary. Gee, why is it the current ECW champ never held the World title or the WWE title? Hmm.
It's called "being in the right place at the right time". He's a midcarder that received a title that don't mean much anymore. Talent or not, he'll NEVER truly "get over" cause he doesn't have the mic ability or charisma.

As I was watching last night, I thought to myself - how great would it be if the new ECW champion refused to partake in an extreme rules match? He's a big Hollywood star. Why would he risk his money-making face? THAT'S a heel. I have a CAW on SDvR2006 that is that character. But you gotta take it a step further; he only THINKS he's a big Hollywood star. He doesn't punch, he doesn't do extreme rules, he doesn't do hardcore because it'll "damage the merchandise" ... but he has no Hollywood career. Maybe even give him an innocent personal assistant that he constantly abuses. This makes him abusive (heel heat), egotisical (more heel heat) and deluded about his value (even more heel heat). Jed Shaffer ~I ran this character in an e-fed briefly. The possibilities for such a character are endless.

This won't be popular, and probably impractical, but it's a discussion point. Perhaps Nitro should recognize the circumstance through which he became champion. I'd put him over Punk at GAB. Don't worry IWC, Punk is over enough to handle the loss. The following episode, Nitro is booed because he's still champ. Then I'd give him the stick, and have him rant about "do you think this is easy for me? Do you think I enjoy winning this way, and then listen to you all boo me each week?"
Then as "punishment" for the fact that Nitro brought "it" up, he would be put in a handicap match with Burke and Cor Von. Punk comes out like he's going to make the save, but helps the others beat on Nitro. Nitro is now a bona fide face who must defend his title against the New Breed (omg the oddz!0101)
Yeah I've proposed reforming the New Breed before, but it was a decent idea that was dropped WAYYY too quickly. Bring it back, and get your champ over. Worth a shot.

People were wondering how Johnny could have matches without Melina overshadowing him. Come to think of it, it's simple. Make Nitro the guy who tells her what to do constantly, and he acts like the boss. As opposed to the guy who just happened to be with her. When he had his first sociopathic moment (when he lost it, told her to shut up, and proceeded to nearly kill Crazy) I was sure it was gonna happen. Sadly, it did not. On the other hand, when he returns to RAW, maybe they'll try this one again...

They're never going to even come close to mentioning Benoit. 2. They're not going to make Nitro a face, because Punk is the destined face champ. 3. Doing the New Breed tag team would be a step backwards for Burke and Cor Von.

Monty needs to be taken off TV for a while as he's been damaged by his ECW run. He should be sent to SmackDown, get a new theme, and be called Monty Brown again.
As for Nitro, he just needs to do the Flair blade job. You know, the one where he bleeds so much that his hair turns red.

A Mikey Whipwreck kind of character. And make the assistant worship Nitro, despite the abuse. Even have Nitro send in the assistant to substitute for him in matches he doesn't want to participate in. This way, you can build to an inevitable showdown between the assistant and Nitro. Jed Shaffer ~What do I know? I'm just a fan.

First give him new music, melina has that music and it fits her better. Give him new ring attire, MnM is over so lets get rid of that. Lets repackage him in everyway that we can.

OK at GAB, Punk beats him rather quickly, and the announcers hype up that Nitro fluked his first win or that he's just a flash in the pan and for a while no one takes him seriously. Then he and Punk have a series of matches with Punk winning each time, but more importantly, Nitro does better and better each time, eventually beating Punk (via cheating) to go on to say that he's the very best and pretty much better than everyone else.
Kinda like the whole MVP/Benoit fued.
