Split between DiBiase and Roberts. I'd have Rude up there too, because I don't recognise his International title reign as being a World Title. If I remember when Rude won it at Fall Brawl 93, it was called the NWA title, but shortly after they changed it to the Gold Belt, for whatever reason. I'd have to say Scott Hall.
