Scott Hall should have got a world title run ahead of Kevin Nash. He was better in the ring, looked the part, had a lot of charisma and could play both a face and a heel convincingly.
Maybe his drug problems nixed it be I am very surprised he never got the belt in either the WWF or WCW.
Ted Dibiase would have made a fantastic heel champion back in his WWF hayday because he played the part of the heel probably better than any of his peers at the time. I used to really despise him as a kid and hated him even more when he teamed with IRS in Money Inc. T

Jake Roberts, Ted Dibiase, Owen Hart, Dynamite Kid, Arn Anderson.
Greg Valentine might also make that list. I think he was probably better than most give him credit for. Rick Martel was pretty good, too.

Rick Martel was pretty good, too. Martel was AWA World Champion for a good year and a half. As for Valentine, he's always been criminally underrated and it's mostly because his best years in terms of ability and overness pre-date Wrestlemania and most people who post here and in other places don't really remember that era.

Yep, Greg was a solid wrestler and was considered for the Hogan Push at one stage (I read that somewhere)

I don't know...I admit I haven't seen a Valentine promo in ages, but was he a good enough talker to merit that kind of push? I remember reading Kerry Von Erich almost got the push (which I could see), somehow I don't see it with Greg.

Arn, Lance Storm, Malenko, Ultimo Dragon, or Shelley.
Currently, Claudio might be the most deserving who hasn't gotten it yet.

I'll have to agree with the ones that said Ted DiBiase and Scott Hall.
Both were pretty great all-around in their primes, and both would've been great main event heel champs in WCW or WWF in the 1990s.
IMO, Hall's main drawback (other than his personal demons) is that he never cared about belts. He was smart enough to realize that he'd get paid well and still be over (because he was money) with or without a belt. With that, he never cared about doing jobs, and did far too many jobs just for the hell of it. Hall even asked to job to guys like Hector Garza and a lower-card Jericho back when he was arguably WCW's most over talent in 1996-early 1997. I still think Hall was the best all-around American talent from 1993-1996.
DiBiase would've been a great babyface or heel champ in the 1980s. Most people know his Million Dollar Man work, but he was SUPER over as an asskicking babyface in UWF before he jumped to Vince. He would've made a great NWA or AWA champ if he never went to WWF.
If we're not counting all incarnations of the Big Gold Belt, I'll throw Rick Rude and a pre-1994 Barry Windham out there too. Just my opinion, but I've got these four guys far higher on my list than a Jake Roberts.

Alot of great Responses!
Arn Owen Million Dollar Man Jake the Snake Roddy Piper Bulldog Scott hall Those men should've been world champs!
CM Punk is a former ROH World Champion Mr.Perfect is a former AWA world Champion Rick Rude is a former NWA World Champion. But WCW withdrew from the NWA and the title became the "WcW international championship" So it counts as a World title
the WWC title doesnt count. Cause its not a world belt. Most of the shows its defended on are in Puerto Rico only.

Ted Dibiase and Jake Roberts were two of the best ever not to be world champion.
I could also see people's suggestions of Lance Storm and Dean Malenko.

Didn't Scott Hall have a brief run in AWA as champ Tag, not singles. And he was brutal back then. Too roided up to move well, IMO.

I COMPLETELY forgot Scott Hall. Definitely add my name to his list. I just re-watched the Razor/Deisel match from Summerslam 94 amd I realized that Hall really could have been champion around late94/early 95. He was over like hell and was having terrific matches.

Pretty much no one recognizes the WCW International Title as a World Title.

Split between DiBiase and Roberts. I'd have Rude up there too, because I don't recognise his International title reign as being a World Title. If I remember when Rude won it at Fall Brawl 93, it was called the NWA title, but shortly after they changed it to the Gold Belt, for whatever reason. He was scheduled to win the title at a PPV (I want to say Fall Brawl) and did the post PPV TV Tapings coming out as the NWA World Champ several weeks before the PPV. The NWA got word and pulled the belt from WCW for not telling them about the title change.

DiBiase, without a doubt.
Also, it's ludicrous that Andre the Giant was never given a legitimate run with the belt (Winning it and immediately selling it to DiBiase doesn't count in my eyes), either during his pre-Rock N' Wrestling days or as a type of lifetime achievement award in the late 80s.
