Rey Mysterio - Just because of how small he was Eddie Guerrero - After watching him for so long in WCW, I never thought he'd be world title material. JBL - I had trouble believing his sudden push from Bradshaw the Acolyte to JBL the main eventer. Edge - I never thought he'd get past the IC level. In fact, I didn't think he was worthy of his first WWE Championship reign and didn't buy him as a credible main eventer and champion until his second reign. John Cena - I saw his very first match (in fact, it was one of the last WWE shows I watched before my hiatus) and he just screamed generic midcarder for life. I flipped time to time and saw his rapper gimmick. Then I started watching again regularly and he was the champ. I was pretty amazed.

Eddie Guerrero - I was fairly confident that he'd never get the belt, but may eventually be a contender. Then in mid 2003 I began to change my mind, "Wow, the crowds LOVE this guy, he's the most over person on the roster, bar none... maybe he could win the title..." Then he did in 2004. But before 2003, I never thought he'd be a world champ.
Benoit I always thought would, in the same way that Bret was; simply by being the most solid worker in the company. So his two wins never surprised me too terribly much.
Christian - In WWE I figured he'd never win a world title, just because of how lanky he was... but TNA's a completely different story.
I want to say there's more, but I can't think of anymore, honestly.
Post script: Just thought of JBL. That was a total shock... maybe if he'd had more time to develop the character, I could've seen it. But winning the title his second PPV appearance with that gimmick, after yeeeaaars of mid/lower-card obscurity with Faarooq? That's really insane.

Definately Bradshaw. Also I know he's never been champ in WWE but Christian. When I watched in the Attitude Era I thought Edge should have been champ but Christian was just a little goofball that hung out with him.

I remember when Shawn Michaels was still with the Rockers, so I was a bit surprised when he actually got to wear the heavyweight title.
Bret Hart, I wasn't surprised.
Mankind was a surprise, but he was really riding a wave of admiration from the fans.
Chris Jericho was a real surprise, especially beating Austin and The Rock in the same night.
I also agree with Eddie Guerrero and Rob Van Dam. I also want to add Benoit into the list of "wrestlers who be respected (in the ring) but never wear gold".
And, of course, Rey Mysterio Jr.

I'll also say Bradshaw, i stopped watching wrestling before the Invasion occured and remember the brilliance that was the APA, and then one day i just turned the channel to see wrestling for nostalgia sake and what do you know, here comes JBL with a world title....the only think i could think of was, wow, what a jump just for reference i returned to watching full time January 07 Ditto!

Eddie Rey Benoit (err..."Bob Holly") Batista JBL Angle (back when he started out, I thought "this guy's not gonna last a year. his gimmick is too silly.") Booker T (definitely one of those "won't believe it til I see it" cases)

I never thought Bret Hart would win the WWF Title. Even though he had been IC champ, he was still a tag team guy. It was already a big deal that he had made it out of that and been IC champ. Then I turn on WWF Superstars one day, and there he is with WWF title belt. It was pretty smurfing awesome. My feelings too!
