The late, great Richard Jeni once did a bit about there being too many stations playing "Love Songs". Guys slitting their wrists to songs like Michael Jackson's "She's Out Of My Life."

Sad to think that Richard died shooting himself. He joked about it in his bits, but we never knew.
Everytime I hear that song, I think of the guy. Damn, he was hilarious.

When I saw this thread title I was going to say He Stopped Loving Her Today. Excellent choice.
Walk A Little Straighter Daddy is a good one if you're a child of an alcoholic. Gets me a lot.
Don't Tell Mary I'm Blind is one I enjoy a lot.
Patsy Cline has many incredible ones, George does too (way too many to list here).
I also like "The Old Man No One Loved" by Jones.

I don't know the name of it, but a few years ago I transcribed some of my Uncle's old records to CD and he had a Dolly Parton & Porter Wagoner album.
There was a song about a couple going to a party for the night & while they were away their house caught fire, burned down and killed their kids in the process.
My God what depressing stuff
Generally though, I don't listen to a lot of sad songs

The Kids Aren't Alright by The Offspring is pretty depressing, saying how all the kids "in the whole damn street" end up having crappy lives... for those who are still alive.
Also, almost every Pink Floyd song is very very sad. I'm especially thinking about Brain Damaged, in which a schizophrenic guy basically depicts his insanity. The line "You lock the door and throw away the key, there's someone in my head but it's not me" always nearly brings me to tears.

Song about a cat that runs away from home..but cannot return as she has forgotten her own name..so if the owner calls looking, the cat wouldn't know either way..
I know, it sounds cheesey..but the way John Samson wrote it and sings it..it really tugs at the ol' heart strings..
Definitely the saddest song I've ever heard..

I vote Johnny Cash's cover of "Hurt" as one of the saddest songs ever.
I remember when Eddie Guerrero died, and the tribute video that following RAW for Eddie had Johnny Cash's "Hurt" as the background music. Man...I felt like killing myself that day, it was so damn sad.
