For me, this is a three horse race between Edge, King Booker, and Finlay. I think Edge comes out just ahead, though.

I really can't decide on anyone. It was a really lackluster year for top heels for the WWE.

I go with Edge. If for anything, just because he managed to get people back behind John Cena. Yes there were times where people were still strongly behind Edge, but Cena came out a lot better when this feud was over then he was when it started.
Bookah gets honorable mention. Hell of a year for the King.

It's tough, because there were some hated people.
I want to go with Johnny Nitro after making that post about him being the best heel, but he wasn't such a strong heel for the entire year.
Edge was the strongest heel the entire year. King Booker was heel for the whole year, and I loved how he won the US Title by having Randy Orton win it for him, so that was good.
Randy Orton was someone who was hated by everyone.
Finlay is another good choice. But in the end, it's Edge for me.

So he's not only the top heel of the year, he's actually a miracle worker. If he can get SuperCena over, he can make a crippled kid walk again too.

I went w/ King Booker; he held together the Smackdown roster after it was pretty much depleted of talent; the top heel of Smackdown, JBL, "retired" from in-ring competition, Eddie passed away, Mysterio was injured, Batista was injured, Benoit was injured, etc etc etc. King Booker actually was the reason to watch Smackdown in 2006. When you're having Fit Finley in the main event, a guy who couldn't even main-event in a failed promotion like WCW, then you know you owe alot to Booker for holding that show together, not to mention holding the ratings at the 2.5 level.
Edge comes in a very close second, but there were other reasons to watch RAW than him.
Notable mention to Big Show; I thought he did a great job trying to put over the "new" ECW product.

Edge, with King Booker in close second.
They both deserve accolades, they dug deep in '06.

Edge..when New Year's Revolution started, he was just another top-mid-card heel..but through winning the title, and bringing some fresh storylines and great promos to the stale main event, he propelled himself into a star, and managed to somehow get Cena cheered again. That, and his great stuff with Foley...Edge wins hands down for me.

This was the year of Edge, he's been doing the heel thing so well, that I would love to see how much more vile he gets.

I think you have to at least have a profile on WWE.com's ECW, RAW or Smackdown roster section to qualify.
That being said, Chloe still has a profile, as does Eugene & Todd Grisham. Even though the original poster who listed the candidates didn't include them, I believe they are options.

For the same reason that i voted Jarrett in the TNA thread, i have to go with Nitro here. Utterly hatable character complete with boring ringstyle, botched moves and annoyingly gorilla looking girlfriend who likes to screech a lot.
I found myself cheering for Edge, Finlay and Booker for much of the year so i couldn't vote for them.
