So, off the top of my head, those were the big juggernauts as far as series go in the 80's-90's.
My vote goes to Final Fight... it seemed like THE definative beat em up franchise.

Yup Final Fight. Even though in all honesty, only the first game was any good; BUT it was so good, it by itself would still win.

I love double dragon especially the arcade port which is what really gave me by first glimpse into glorious beat'em ups and eating apples and various other healthy food to restore life...needless to say i was dissapointed when i could not revive a friend at the time who fell out a tree with a carrot.
So streets of rage.
And it's these beat'em ups that allow to enjoy dungeon fighter such a nostaligic feeling type of MMO.

Okay, while I voted for Streets of Rage, I will have to say that I can't decide between Streets of Rage and Final Fight, but if I had to, I'll give the slight edge to SOR. Here's why: I liked all 3 Final Fight games, but the thing that SOR did better was the expansion of enemies. In all 3 FF games, we all went through just street thugs. In SOR, we went through street thugs, dominatrixes (Is that the right plural term?), ninjas, samurais, Muay Thai fighters, bikers, robots, etc. Also, you can't beat Yuzo Koshiro's score. That was just too badass of a music score that the games had, especially SOR2.
Though with Final Fight, my least favorite of the bunch was Final Fight 2. I liked Final Fight 3 because it had lots of extra moves, as well as four different characters, as well as level routes to go through to get a different kind of ending. Though the ending differences will be that Haggar, Guy, or Lucia says something to Dean, though in either way, Dean says that his fight is done or that it isn't done, but I forget what happens in either ending if you play as Dean.

The plural form of dominatrix is dominatrices.
And the Streets of Rage franchise is my favorite franchise in video game history. All 3 games are fantastic.
Final Fight is great, too, but it helps that its characters appear in other games I like (Haggar in Saturday Night Slammasters, Guy and Cody in Street Fighter Alpha 3, among others), so that's kind of unfair.

Although I enjoyed all the above mentioned games quite a bit, Streets Of Rage gets the nod for me. The main reason? It got more of my time than any other beat em up.
Although thinking about it, I want to throw in River City Ransom. That game was so damn fun.

I'm all about SOR. Although a Max Thunder vs Mike Haggar bout for the right to fight Zangief would be quite the sight.

I went with the turtles, just because I had so much fun with those games. I must be in the minority, but IMO, Final Fight was by far the worst of these choices. I never liked that game and don't see why everyone is so ate up over it. I thought it was about 6 times harder than all the other ones combined, and Streets of Rage was HARD!

Since "Series" means stand-alone games that didn't get sequels are DQ'd, I'd go with Double Dragon. The GBA version pretty much boiled the series' best gameplay concepts into a tight remake of the original. The series as a whole has its hiccups (the Arcade/Genesis version of Double Dragon 3, in particular), but all in all makes the best accounting of itself.
The best beat-em-up, not throwing a full series into the equation, however, is either Alien vs. Predator (Arcade), or Guardian Heroes (Saturn). I'm also fond of Panzer Bandit (PSX), Mad Stalker (PSX), and Hot-Blooded Family (PSX), but again, those aren't part of a series. Well, Mad Stalker sort of is, but it was really just the same game re-envisioned over and over again (first on the X68000, then on the TG-CD, then on the PSX).
The Denjin Makai series is an interesting (though mostly unknown) series of beat-em-ups, too. Not anywhere near the "best of all time", but definitely interesting to play (Denjin Makai and Guardians for the Arcade, Ghost Chaser Densei for the SNES).
