Sometimes in life you need to make ultimatums. Its a gamble and they had a fall back of modeling why shouldn't they try it. Colt Cobana is a wrestler. He wrestles and the WWE is the big time. In diva WWE they are wrestlers/models and there are bigger places to go modeling then the WWE.

Colt Cabana is not two identical hot chicks. He's just a guy with above average in-ring and speaking ability. There are literally dozens of guys with above average in-ring and speaking ability in the WWE. There is only one pair of two identical hot chicks.
They hold all the Aces.

I know what happened. The WWE didn't initially know they were twins. So Nikki called up the office, and at the same time Brie physically went to the office and just stood there.
The WWE were so amazed by this that they agreed to take her on the road. Then they found out they were twins, and were disappointed, but couldn't fire them because Vince has been pitching incest angles to them until they eventually agree to one.

Good for them. Long stints in developmental, for women, would be useless at best and harmful at worst. Their primary worth is their youth and looks, right? No one cares if they can wrestle. So if they toil too long in developmental, developing the skill no one cares about, they may lose the asset the company DOES care about, and miss their chance entirely. That'd be pretty darn stupid of them.
