I remember hearing that the actor who played Emperor Palpaltine found the character surprisingly difficult to play, because no matter how hard he tried he could not fine one humanizing trait or characteristic. All he found in The Emperor was pure selfishness, manipulation, and cold heartedness. Pretty evil to me.

Davros from Doctor Who is pretty evil. The guy ruthlessly massacred his own race, at one point feed unknowing people from many different worlds their dead loved ones, created the Daleks and even attempted to destroy all of reality!

I have a short list 1. Mr. Teatime (Pronounced Tay-Ah-Ta-May) from Hogfather. Attempted to kill Discworld's verion of Santa, then The Grim Reaper (Which, conveniently, were one and the same at that point) 2. Gaston (A Combination of Adored and willfully ignorant that all truly evil bastards need) 3. The Adversary {Spoiler} Geopetto from "Fables". Not really truly Evil as much as meticulous and VERY good at what he does.

While not truly a "character," Big Brother/the Inner Party from 1984 comes to mind.
Davros is a decent pick to me though. Lord Frieza from Dragonball Z for similar reasons.

Adrian Veidt mostly because his actions are almost justifiable. Which adds another element to just how evil he really is. His actions weren't random or chaotic, but meticulously planned.
