Lemme break it down by genre:
Anime: Johan from Monster, as mentioned before he was created under the Nazi regime to be even more sadistic than Hitler, so yeah pretty freakin' evil
(Honorable mention to Fleet Admiral Akainu from One Piece)
TV: Killer BOB from Twin Peaks. By a landslide. I have yet to see a more perfect depiction of pure evil on any TV show.
(Honorable mention to Russell Hantz from Survivor - that's fiction-y enough considering I think evil Hantz is 90% act, 10% real)
Novel: Raven from Snow Crash-- the guy is a huge Aleut with a spear for an arm, and has a nuke wired to go off if his heart ever stops beating. Not the mention his
(Honorable mention: Hitler from The Diary of Anne Frank-- well it doesn't count since this is non-fiction I guess)
Film: Since I can only pick one winner I'll go with Bobby Peru (Willem Dafoe) from Wild at Heart. Great, great acting.
(Honorable mention goes to The Bum from Mulholland Drive, the single most evil and haunting creation ever created for film, it's just too bad he doesn't have any lines/characterization but that might make him that much more evil)
Video Games: Kefka from FF6. "HATE! HATE! HATE!" - 'Nuff said.
(HM goes to Porky from the Earthbound/Mother series. I haven't even finished the third game yet and I already think he's a bastard for what he's done to the protagonists throughout the series)
