Babe "Pig in the City" This scene... After a home for unwanted animals gets raided by the dog catchers/animal control. They find "Flealick" a jack russel terrier in a wheelchair. They throw him aside because he's "useless" and theres nothingthey can do with him. He grabs a hold of the animal control ladies skirt and... Oh man, I'm a tearstreaked mess.

Just about everything from Clannad could probably qualify, but for a particular scene, the "Small Hands" montage from Episode 22 of After Story. Never fails to make me sob.
It's one of those things that requires watching more of the series to understand, but it's absolutely perfect, tying together everything from over 40 episodes of the series.

The scene in HP: deathly Hallows 2 where he is in the woods with his parents, Sirius and Lupin had me in a mess. I also always cry in the last 10 minutes of My Dog Skip. In fact it is the first movie I ever cried in.

From what I've seen...
The announcement about Col. Henry Blake in "M*A*S*H*" always gives me a lump in my throat.
When ET nearly dies.
And, a little off-topic, a song. Dream Theater's "My Spirit Carries On" from "Metropolis Part 2: Scenes From A Memory". I heard that a few months after my dad passed away and it hit me like a ton of bricks.

Toy Story 3. The final moments in the move, Andy plays with his toys one last time.
And as he's leaving, he says "Thanks guys. "
Cue crying Hayden.

War Horse has a few killer scenes that really kick you in the gut.
I never cried while watching a movie but some scenes really got to me in a bad way:
The confession scene from "In The Company Of Men." I saw that years ago and I still think about it a lot. Quite upsetting.
The Schindler's List surivors and their families being shown at the end of the film.
The ending of La Strada, when the main character realizies with horror what it is that he threw away.
I know I'm missing a lot but one thing I did cry about was the last episode of MASH. That killed me as a kid.
As for the opening of UP, it really is heartbreaking. But I find it interesting that something as "childish" as animation has such emotional power. I wish a lot of those who think animation is just kid's stuff would watch that scene. The "When She Loved Me" scene is pretty strong as well.

Considering that I grew up with that franchise, you bet your ass I cried at the ending of that - it symbolized the end of my childhood in a way. Even though it is sad, they couldn't have done it more respectfully or perfectly, the ending of that movie was perfection.

I could have went with the episode where the math teacher dies for a Wonder Years pick but seeing as it was the holidays I went with this clip...
While it's not as good as some of the other clips the Cutlip Christmas episode of the Wonder Years is very touching. The part of this clip in particular where he tells why he is Santa at the mall hits heavy.
"Kids like me when I'm Santa."
I caught this episode during the holidays on the Hub. Hadn't seen it in about 12 years I think.

"Hey dad, you want to have a catch?" I will always have a hard time goin back to watchin not just this moment but episode as a whole because it was at the time the biggest high and lowest low all in one episode. I mean the scene speaks for it's self EVERYONE was absoloutley on point and this is what smallville did so great is when they wanted to hit you emotionally they go all out. I'd say the following episode's ending was their peak emotionally. I dare you to watch "Vengeance" and not be hit by the end of the episode. Well, the first half of the video at least. With Chuck, I go with the first season's finale. The Chuck Sarah goodbye on the roof. Levi and Strahovski acted their asses off. Everything from Sarah being ready to kill Long Shore to save Chuck, to "Of course you can, you're Sarah, you can do anything.", to "Chuck, save you later.", was perfect.

Just because I recently finished an Xmas marathon of it, the scene from My So-Called Life when Brian has to watch Angela kiss Jordan Catalano after he's written the love letter to her (that Jordan passes off as his own) in the final episode. I guess it struck a personal note with me since I've been the 'not the guy' in similar situations to Brian's before.
But really the whole series long Brian is treated like complete shit by Angela and it's heartbreaking to see him just turn the other cheek every time and come out liking her more.

The 10th Doctor regenerates into the 11th.
"I don't want to go." ... forget about it.
