Hogan is the correct answer, regardless of inflation. Hogan is bigger than wrestling. Hogan is what most people think of when you SAY wrestling. Hogan had a longer run on top, and multiple runs at that.
It's Hogan, and there is no other answer, it's delusional to say otherwise.

As much as I prefer Austin to Hogan, the answer is Hogan. When anybody thinks of wrestling they think of Hogan.

It was pretty much Austin's gimmick to NOT show tolerance and respect. He's probably the smallest WWE star ever.

Austin sold more merchandise, so... His merch was also a hell of a lot easier to get your hands on. Hogan did it before internet shopping and clothing outlet deals.

It really depends what the criteria for "Biggest" is. I'd assume the most logical answer to that would be how recognisable they are in pop culture and to the general public, for that the scale as to "Who is the biggest wrestling star" should go like this:
1) Hulk Hogan 2) The Rock 3) Stone Cold Steve Austin 4) John Cena 5) Andre The Giant 6) The Undertaker 7) Triple H 8) Bret Hart 9) Shawn Michaels 10) Brock Lesnar or Ultimate Warrior or Kurt Angle or Jeff Hardy. This spot is vastly debatable.

It's funny how the stars from long ago made such an impact that they're still on the radar. I'd say the popularity scale to the general public would go something like this. This is taking into account how well-known and prevalent the wrestlers are in pop culture, not in the wrestling world.
1. Hulk Hogan 2. Andre the Giant 3. The Rock 4. Randy Savage 5. Roddy Piper 6. Steve Austin 7. Sgt. Slaughter 8. John Cena 9. Jesse Ventura
Cena only gets this spot because of his current position, and it will probably go to the next "face of the company" guy by default, unless he is able to somehow make a bigger dent in the cultural landscape than a guy who was a bit player on a highly beloved cartoon show 20+ years ago. Jesse Ventura will always be a trivia answer-style footnote in Americana, but honestly, that's a whole hell of a lot better than most wrestlers will ever achieve outside of the pro wrestling niche.
Steve Austin was HUUUGE at the time, but he's vastly dropped off the pop culture radar. He is very much a product of the '90s. I'm pretty indifferent to Austin, but I'd mention him in the same breath as Korn and Jerry Springer. Huge in their era, but time has not been kind to their legacy.

There is absolutely NO way that it's anyone other than Hogan. This. Im not usually of the mindset that opinions can be wrong, but if your answer is anything other than "Hulk Hogan", you are indeed incorrect

There's so many variable.
As far as WWE goes yes it's Hogan easily. If we're talking in a purely wrestling sense, Austin beats off Hogan with some ease. If we're talking about more financially successful off the back of WWE, it's Rock.
Overall it's still Hogan as much as it pains me to say that.

Yeah, I'm with those that say how we rank the guys depends on what we're using.

Cena is the biggest right now, we'll have to see where he ranks 10 years after his peak to really get an idea where he ranks all-time though. Ranking him now would be unfair.
The Rock has been, by far, the most successful in in parlaying it to a post-wrestling career. Others have been in movies, even better movies than the Rock, but none of them have had the success that he has outside of wrestling with the one possible exception being Brock Lesnar, although his was short lived.
But if you asked non-wrestling fans to name wrestlers, though, and threw out Benoit, I'd bet that you'd hear 3 or 4 other names before any of those guys, and they'd all be from Hogan's era. Wrestling has never been as big of a pop-culture thing as it was in that era, and Hogan, Andre, Savage, Jake Roberts and The Million Dollar Man really became pop-culture fixtures in a way that attitude or post-attitude era stars probably haven't, so I wouldn't be surprised to see any of them mentioned by non-wrestling fans.
