I like Raven, but what exactly did he accomplish in his WWE run to be considered a better villain that CM Punk?
Unless they're including his ECW run, which I guess might cut it.

Yeah, I'd have put Vince as number 1.
His heel turn basically made wrestling a huge thing again.
I've never really seen Piper play a heel though, so I'm sure he was great, and his legacy as inspiration can't be denied, but McMahon is just THE heel of the period where a huge number of people cared about wrestling

Wade Barrett should be in there imo. The Nexus was one of the biggest angles and one of the biggest threats to the WWE in years. I mean, he succeeded in beating up most of the roster, burying the Undertaker (literally and without retribution from the Deadman), beating up Vince again without retribution, making Cena the number 1 face of the company his slave and then firing Cena.
Plus the crowd utterly despised Barrett. Can't remember the last time a crowd was so firmly in Cena's corner than the match at HiaC.

All honesty, I know a lot of long time WWE fans won't agree, but I actually preferred Hollywood Hogan to Mr. McMahon. To me, Hogan managed to be the biggest babyface of the 80's, and the biggest heel of the 90's.
Piper and Flair/Horsemen at the top makes sense. People don't always appreciate the role Piper played in getting "Rock n' Wrestling", and thus Hulkamania itself, over.

29-31 should be in the top ten. Lawler, Sullivan and Raven were so easy to truly despise in their day.
Glaring Omissions IMO:
MICK FOLEY in ECW, Cactus Jack and Pre-socko Mankind. Gary Hart Skandor Akbar Eddie Gilbert- He used to throw fire in peoples' faces Col DeBeers- His act would never fly now, but his feud with Jimmy Snuka was epic and he seemed to live the apartheid/racist gimmick. For me, nothing beats restraining a man, setting a king cobra on him, then beating his wife.
Vince trying to stop Austin from being WWE champion pales in comparison, in terms of sheer sadism and evil

MICK FOLEY in ECW, Cactus Jack and Pre-socko Mankind. While he was a great Heel, I wouldn't use the term Villain to describe that character. He had a very good point, and surprisingly noble ambitions. Get his Friend out of ECW and make more money for less damage to his body.
