Watching all the stuff from 1997 and you see, no matter what is going on with the Nation, all the heat turns to Rocky and the Rocky Sucks chants.
Granted, he was a heel, but what attracted the people to chanting that so badly each and every damn tine they saw him?

He took the actual heat with the crowd (the type that said get off the screen, not we hate you) and worked the hell out of it. Became a super heel and the rest is history.

Maybe they were remembering his first gimmick. Plus he did kind of suck early on, but after a while it was just a catchy thing to chant.

They used to yell "Die Rocky Die", but he just couldn't keep up that level of passion in them.

"Get off the screen" tends to translate into no reaction at all. The heat Rock got in his early gimmick was more similar to the heat that Cena gets now. The audience certainly didn't like him at all, but they cared enough about him that Rock and WWE were able to take that and work with it.

In the end, it was the greatest thing to happen to him. Rocky Maivia transformed into the cocky heel that he became while in The Nation. He improved on his mic skills and became The People's Champion that we all know and love.

The crowd wouldn't chant "X-pac Sucks" if they were apathetic towards him, he was a slimy heel who you wanted to punch in the mouth. As far as the "Rocky Sucks" chants go, it started when he was a crowd-pleasing face at a time when the do-gooding face wore out its welcome. The fact that he was overpushed also didn't help. When The Rock returned from injury, he was able to capitalize on the hatred the fans gave him and the rest was history.

I remember seeing signs at the Capital Carnage event saying "Rocky Sucks Cock-y!" when I watched it on an old VHS my cousin gave me. Needless to say, I laughed for ages. Granted I was about 10, but still.

It was his gimmick. People were tired of the "Smiling, goody-goody" babyface and that's exactly what "The Blue Chipper" was.

Then there's just the reaction they gave Rocky. I don't think it was the character that they hated. They thought he sucked, he shouldn't be there. It took some serious character development to turn that around.

Before Rocky the Nation got generic heel heat, people were chanting 'Rocky Sucks' before he turned and once he did he called them on it in a promo which only amplified the chants from then on. As the character grew The Rock stood out more and more, he was always doing something when the cameras were on which would draw attention which translated to a lot of heat.
