If the Rock brings in larger buy rates to pay for it, then he's more worth it than a guy like CM Punk, who is making main event money without spiking the ratings or buy rates.
But the fact remains that it's really very basic business, more eyes watching the product is never a bad thing. If you have a TV show, you want people watching. Even if it's just for an episode, even if it's just for a guest star, you want them watching. That's why we have guest stars on TV, because the people in the industry want the shot in the arm.
If they can capitalize off of it and make people stay, they improved themselves in the long run. If they don't capitalize off of it and people leave, then they're back where they were before, but with a few months of increased PPV profits that they wouldn't have had with Wade Barrett vs. CM Punk.
Is it going to cause a new boom period or make the WWE stock price fly through the roof? Of course not, nothing is, but if he increases interest to the product, even for a few months, a couple of PPV's, then he was good for business. Whether WWE is good enough to capitalize off of it is a different question altogether.
