I think a lot of this has to do with the booking. They're both involved in great angles that highlight their strengths. Plus, yeah, the people love them.

Hasn't Randy been known as a well-documented ratings killer? Wait, aren't you one of the folks 'round these parts who continually belittles and insults posters who put stock in quarterly ratings breakdowns? Fans that care about ratings and buyrates and quarter-hour numbers as a way to argue what wrestlers they like or don't like are a much bigger plague on the business than fans who simply talk about how they don't like John Cena or talk about storylines and angles.

To be honest I just believe its the predictability of a heel winning being a ratings killer. Nobody likes to watch the heel win. When Christian loses to Del Rio cleanly the B Champion two weeks in a row, do you think he's going to beat Orton the man feuding with the hottest wrestler at the moment? I know the report said that further out into the match it was gaining viewers but that was because the match was good and shit was getting real and the upset may actually happen and you don't want to miss that right?

Few wrestlers are draws but they often heavily rely by the angle or feud or storyline or on how much focus they have.
It's similar to hockey where the goalies are often good as the defensemen that surrounds them. An elite goalie will still play lights out amazing and over achieve if they have the crappiest defensemen protecting him but you'll notice more faults and flaws and chinks in the armor then you would have if they were surrounded by a good defensive unit.
The current mega draws like The Rock, Brock Lesnar, Undertaker, etc have their reputations and part time schedule protecting them making them extra special. But if they were full time wrestlers and just like all of the active full time roster, have off nights, bad promo nights, be in a bad feud, suffer from a bad booking decision, or not being the focus of the show as they should be, they would lose drawing power.
