With all the constant heel and face terms these kinds of wrestler have to be few and far between, but I have to think that they do exist. I think Ricky Steamboat as a lifelong babyface always won his titles clean.
Also, while mostly working as a heel and I know he doesn't qualify, but didn't Mr. Perfect cheat only for a handful of his title wins. I know he won the AWA title one time with by hitting Nick Bockwinkel with a roll of nickels and I think he also cheated when he and Barry Windham won the WCW tag titles. Yet, I know for a fact he beat Mongo clean to win the WCW US Title and I could be wrong, but I think his two IC reigns were also won with clean wins too.

As for Curt Hennig, he had outside interference from Ted DiBiase to win his 2nd IC title.
Goldberg.

Davey Boy Smith? I can't recall him winning the belts by cheating in any of the matches I've seen.

Hogan beat Iron Sheik, Macho Man, and Sgt. Slaughter clean for the WWF title.

Hogan beat Iron Sheik, Macho Man, and Sgt. Slaughter clean for the WWF title. Yet he didn't for Undertaker or most of his WCW reigns.

Which is why I never mentioned beating Taker (although that was payback for Survivor Series and it was an error on Paul Bearer's part). Didn't Hogan beat Flair clean for his first WCW title?

I was going to say Ron Simmons never won any of his championships by nefarious means, but apparently Shane McMahon hit X-Pac with a chair to help the Acolytes win their first WWF Tag Team Championship.

Tommy Dreamer.
Because under the rules of the matches he's in, anything goes so it's not cheating.

Wouldn't Bruno Sammartino be the obvious choice?

I can't remember how he won the Euro title, but Henry's ECW and World title wins were clean.

I would assume everybody's American hero, the Patriot, would only claim titles if they were won cleanly. I remember when he won the North American title, he refused at first because the opponent suffered an injury and he didn't want to win the title that way.
They had a re-match and the Patriot won.

Has Bob Backlund ever cheated to get any of his titles when he went crazy? He's the first person I thought of when I saw this.
