I was just thinking about Hogan's physical shape and how his last match with Sting surprised at least some people by being not nearly as bad as they would have expected. I know this is an unpopular opinion, but TNA are not fully utilizing Hogan as a marquee name as much as they could. If Hogan was willing I'd have him "wrestle" at least once a year in match-ups with top talent. TNA's roster is strong and diverse enough where there are plenty of guys Hogan has never faced and the names are big enough to draw in at least some casual fans. Hogan matches have never been about great in-ring quality so all he would really need to do is brawl and have some interference in there to mix it up a bit. Since Hogan would only "wrestle" once a year it would keep from becoming stale or that predictable.
As for possible matches you've got... Hulk Hogan vs. Jeff Hardy (my top pick. TNA's biggest name against their biggest name full-time wrestler) Hulk Hogan vs. Bully (because of all the storyline reasons) Hulk Hogan vs. Roode (Roode would be my top pick to kill Hulkmania at least in TNA. It would put Roode over HUGE and help to give him even more of a boost) Hulk Hogan vs. Anderson (Not my cup of tea, but Anderson has his fans and is a fairly big name at least as far as TNA goes).

In this case you can't forget match quality because even the most forgiving fan knows Hogan (on his last legs) vs. Hardy (thrives on fast paced matches) could be a disaster.

I don't see it being a big draw, becuase as popular as both men are, what kind of chemistry could they possibly have as adversaries? Not just the match, which is sure to be horrid, but the build up?

Honestly I might watch it and I have only seen one full episode of impact the past five years and haven't seen a PPV in nearly seven years

If this was going to work they would have had to do it in 2010 when there was legit buzz around TNA for getting Hogan to join the company. At this point everyone that is even remotely interested is suffering through TNA every week anyway so they will keep watching if Hogan wrestles or not. They also did kind of try this strategy by having Hogan in a tag match with Abyss as his partner against AJ Styles and Ric Flair. Those are the biggest names TNA could ever bring together at once and it didn't really change anything at all. So I am guessing that any special matches would be as meaningless.

Hogan would only be good for one thing, and that is something tna never does: promoting the company.
