1. Stone Cold 2. Undertaker 3. Hogan 4. Warrior 5. Andre
Stone Cold takes the top place by his virtue of being an "everyman". He could fight men who were practically gods such as the Undertaker (granted Taker was more of a demented cult leader at the time).
Stone Cold has plot armor in the sense that he's a good man doing what's right while not taking shit from anybody.

Hulk Hogan and it's not even close. This was the first and most obvious answer that I thought of. But for sheer longevity and consistently great matches and the streak at Mania I think Taker in 2013 is a more accomplished and respected wrestler.

OK, I'll say it again.
Hogan bodyslammed Andre the Giant in front of 93,000 fans in the Pontiac Silverdome. Andre the Giant was nearly 7'5, he weighed almost 800 lbs, and he was undefeated. He died the very next day, brother. There is no moment in wrestling history that is more epic.
It can't be Goldberg. He got defeated by Goldust's wig and Chris Jericho's feared front facelock finisher, the embarasser (That move is really degrading!)
It can't be Ultimate Warrior. Hogan got his win back via Hadouken.
It can't be Bruno Sammartino because he didn't even exist until the Hall of Fame Ceremony this year. He has a lot of catching up to do.
It can't be Shawn Michaels because Hogan totally owned him at Summerslam.
It can't be Ric Flair because he held most of his titles in rinky-dink rasslin companies that worked in smoky national guard armories and run-down high school gyms.
That leaves major contenders to be Stone Cold Steve Austin, the Rock, and John Cena. The fans always loved Hogan more than the Rock. Sure, Rock won the matches, but Hogan won the fans with class. Stone Cold couldn't cut it as a midcarder in WCW during Hogan's prime.
So that leaves John Cena. They never wrestled and they have a lot in common.
Hogan was able to be the face of two different companies as a face and as a heel. Cena has only been super effective like solar beam with as a face with the WWE. Also, Hogan is a more recognizable household name and Suburban Commando was vastly superior to The Marine.
That's my case, brother.

Dudes. Flair. Most world titles. What other kayfabe metric for success matters? I'd say combined length of reign with world titles would be a better metric than number of reigns. Does Flair hold that record? Most days spent as world champion? If you're going to use other metrics than that, then it goes to Hulk Hogan: if you count a Dusty Finish he had in a match in 1979 as him winning, but was overturned, Hogan has won World Championships in four decades, which is a good show of continued success.

Through all of this, even with the "of all time" form, just by stats and who it is, it's kind of moot:
We all agree the kayfabe "greatest" pretty much falls under "most/longest title reigns." Therefore, in kayfabe it has to be connected to the WWE Championship.
By this standard, In kayfabe is there, logically, whoever the WWE champion is at one time is, by definition, the kayfabe greatest of all time: Not only are they the greatest at this moment [as champion], but to become the greatest at this moment they had to defeat the previous greatest at this moment, who beat the greatest at the moment before him, who did it before him, and so on and so forth- meaning, by definition, they also had to be the greatest of all time to beat the guy who beat this guy, who beat this guy, etc.
Therefore, at this time period, Vacant stands the Greatest Wrestler of All Time.

If we go kayfabe, then time between appearances, and thus number of matches, has to come into play. A year for someone who headlined since Raw premiered would mean far more televised, matches. Going by the modern metric (since anything old doesn't count unless they tell us it does) of it not counting unless it's on TV, specifically Raw or SD, then a guy like Hogan going three and four months in between (televised) appearances means he was more rested up and less banged up.
So the GOAT in kayfabe has to have the modern schedule since they've "proved" it more than the others.
Thus, it has to be Trips or Cena, since neither has taken long breaks. Hell, I guess it has to be Cena then, since Trips was out a year with a torn quad and Cena has had his arm pretty much rebuilt and come back twice with less than 6 months combined downtime.
I don't believe this to be true, of course, but hey if we're gong to go a combination of kayfave and stat-geek, then there ya go.

I feel like kayfabe it's going to depend on who WWE wants it to be.
Given that he's currently on good terms with them again, I'm betting WWE wants it to be living legend Bruno Sammartino, but otherwise I feel like they'd want to push it as Hogan.

Easily Hulk Hogan. Keeping it kayfabe, Hogan drew 93,000 fans to see him slam Andre the Giant! Multiple world championships defended across the globe for close to 20 years. It can be debated all day but Hogan is at the top of the list.
