There are MANY things which contributed. It started opening PPVS like at WrestleMania with Edge and Alberto Del Rio and then Daniel Bryan and Sheamus. Even when it isn't the very first match, more often than not the WWE Championship is the main event and the World Heavyweight Championship is earlier in the show.
At times it seemed like the experimental world title for guys not over enough for the WWE Championship, with wins from Great Khali and Swagger.
Sometimes the WHC has seemed important and the champion helped elevate it (and the WHC helped cement them). In particular, I thought the WHC worked very well with Mark Henry and Daniel Bryan.

Notice there's no Eagle. Yeah, this is pretty much when it permanently became the secondary title. The title headlined a few PPV's (including Summerslam) in 2009. After this, it was all over.

I love the guy, but I think Edge did a lot of damage to it. He was practically winning the thing monthly.

Khali and CM Punk (2008) didn't do it any favors, but then Jericho, Cena, Edge, and Undertaker brought it back to top tier status. Then Swagger happened. I will say that Orton, Christian, and Mark Henry did a lot to salvage it in 2011.

I'd say, it was still good until Punk dropped that Pipebomb and the oommentators went on and on about how awesome the WWE title is, and how horrible it'd be if there was no Champion if Punk won. Then punk came back, and they had two WWE champions and one one WHC.

as much as I love the guy, it was when Christian won it. after that it became the "thank you/test ride" belt. it REALLY fell off when Sheamus won it (and in doing so looked like a total chump) and then had a heatless feud with Alberto Del Rio for what seemed like an eternity.

Absolutely. Certainly Smackdown was a much better program as a whole, but no one could tell me that the WHC wasn't THE title during that time since it literally did feel like Trips would kill his mother for that thing. But it diminished some when Batista went to Smackdown. Rey not winning it in the main event, despite winning the Rumble didn't help. Neither did his shitty reign. Khali winning it was an embarassment. I stopped watching during this time. But Swagger takes the f***in' cake. For all the hard work that Undertaker, Edge and Jericho had put into the title in the last couple years...Swagger just blew them away with how uninteresting he was. While all that is true, how it debuted always made it seem like a second-tier title to me. "Here ya go Triple H!" "Gee, thanks Eric? Is this mine? For real?" "Yup"* *May not be the actual promo, going from memory. I'm just surprised Hunter didn't take the opportunity to book a tournament where he went over the entire upper midcard/main event scene all over again just to show he was the greatest ever whose totally on the same level as Hogan/Austin/The Rock.

IMO it's prestege was pretty badly hurt when Mysteiro won the Rumble, yet Cena/Trips main evented instead. Also the next year where Undertaker did the same, and for some reason Cena/Michaels main evented. It main eventing Mania 24 restored it a little, but then it hit rock bottom when it opened Mania 27.
Also Jack Swagger, Great Khali, and Rey Mysterio's jobber reign.

Except that's blatantly not true given the way THEY booked the belt to open shows and such. It was clearly the number one title for a few years when HHH had it etc as has been mentioned, and it's clearly NOT been booked as equal to the WWE title for a few years now. Acting like the people watching have any say on that is just silly.
