They wanted to get back to basics, a kid with strange powers travelling the world looking for the magic macguffins. Which was exactly the right idea, they just did everything else wrong.
The kid should have been Pan, Goku should have been the mentor figure (Pilaf's wish permanently crippled him so he can't fight anymore, but he's still Goku so he can coach her) Trunks in the role of Bulma as a science adventurer rather than a fighter and someone else, maybe Goten as a counterpoint to Trunks, still a fighter at heart but doesn't really care that much about the quest, he just wants to get treasure and/or laid by alien babes.

Because people kept demanding Toriyama continue the franchise long after he wanted to end it, so he gave a negative amount of f***s as to whether or not it was any good.

Because apparently, making god-mode Goku a kid again was considered a more entertaining route than making GT about Goten and Trunks. *shrug*

Because apparently, making god-mode Goku a kid again was considered a more entertaining route than making GT about Goten and Trunks. *shrug* What did you expect? This is the same group of people that bungled having the series switch its focus onto Gohan, so why would they switch to those two when the did not do it for the guy that beat Cell?

Unfortunately, it lacked the charm of the original and and the characters of Z. It was almost like they tried to put the Genie back in the bottle, making Goku a kid, and having them look for the Dragonballs. However, as much as people complain about overpowered kid Goku, which was bad, the episodes where they were doing the actual searching and focusing less on battles were dreadfully slow and boring. They almost had to go to fan-service(new Sayin levels, new transformations) to try to save the show. And because they had essentially regulated any character not named Trunks, Goku, or Pan to supporting cast at that point, they really didn't have much choice who to make their super character, unless you think Trunks, who was largely relegated to butt monkey status between Pan and Goku should have been the guy. Also once they did the Buu saga, which again, was largely fan-service, and might have been better served as a movie, they pretty much told you that no matter what, Goku was going to be the savior.
