Which.....well let's be honest that's bullshit. There isn't anyone in DC more worthy than Supes. He's basically Captain America with even more powers. And I'm pretty sure Cap lifted Mjolnir, didn't he? I think it's more Superman doesn't have a warrior-like mentality while someone like Wonder Woman does. Yup. I'd suspect the idea is either a) he doesnt believe himself worthy, so his own mental block stops him or b) he isnt actually worthy because he's got that dark little voice inside that tells him he could actually conquer everything and make it better and just because he doesnt listen, doesnt mean it isnt there. I do believe the only people who've been able to pick up Mjolnir from DC is Wonder Woman, while in Marvel it's only been Thor, Thuderstrike, Rogue, Storm, Cap and randomly Air Walker plus the odd descendent or Asgardian ancestor. When did Rogue lift it? That's a new one to me.

Yup. When did Rogue lift it? That's a new one to me. Apparently, it was a What If? story where she absorbed all of Thor's powers, so I'd say it doesn't count. I'm also questioning if Storm ever picked it up. I'm very out of date with my comics, I admit, but I've only ever seen Storm lift a duplicate hammer Loki made for her. Surfer can manipulate energy, so if he finds out Supers has an issue with Red sun radiation, he can end it easier than anyone. Monica Rambeau could as well most like.
If Gambit was in his New SUn persona he'd have a shot as would a fully omega Iceman.
Overall Sentry and Blue Marvel are probably the closest analogues to Superman over in Marvel. There is one other and I cannot recall his name.
Ghost Rider might give him hell too.
Thor's biggest advantage is centuries off fighting world breakers. He has more experience than most heroes.
Hulk has held Mjolnir, but all movement was Thor calling for it is far as I know. And that Red Hulk crap does not count.

I can however see Banner being worthy at certain stages, and I can see Hulk being worthy in an odd way that in some forms he is borderline brainless and has no motivations other than wanting to be left alone.

Hyperion and Gladiator are Marvel's main Superman analogues, both being created as that (Hyperion as JLA Supes and Gladiator as LOSH Superboy) Sentry is kind of a chumpass though, and just generally awful. He was also created very specifically to be their new Superman. Marvel seemed to think he'd be the next big thing.

Does Superman still have the magic weakness thing? Because Juggsy's powers come from a magic crystal/entity thing Yeah, as far as I know. So, Superman would normally win, but depending on how much help Cyttorak wants to give, Juggernaut could feasibly kill him. Black Adamn has had Superman on the ropes before for the same reason. That said, all of us are acting like the rules of powers, weaknesses, etc have consistency, and they don't. Writers contradict themselves, much less each other, and editorial teams muddle it further still.

Superman never actually lifted Thor's hammer. He grabbed it when Thor threw it towards him, grabbed and added his own momentum to the swing, and shattered some forcefield the heroes couldn't get through.
Edit: Superman can't defeat Juggernaut, if the writers remember all powers Juggernaut has. He's supposed to be invulnerable to physical harm when he pleases Cyttorak, which renders Superman's strength advantage null and void, and his forcefield zaps/drains all momentum coming his way so Superman can't just fly at him and remove him from the planet or whatever. Supes also lack the mental powers to exploit Juggy's onlu weakness. Juggernaut however lack the power output to hurt, or speed to connect for that matter, Superman, so this battle would be an eternal stalemate.

Superman doesn't have to be anywhere near Jugs. Get up in orbit, and heat vision the immediate area around him to where he sinks deep into the Earths mantle; not unlike how Spider-man buried him in concrete.
It won't kill Jugs, but it will definitely incapacitate him. Fights over.
There's nothing Juggernaut can do.

Also, Supes is a Pulitzer prize winning journalist, that's led multiple JLA teams. Dude is intelligent.
And then if you made it Silver Age era Supes, it's even more of a mis-match.

Get up in orbit, and heat vision the immediate area around him to where he sinks deep into the Earths mantle; not unlike how Spider-man buried him in concrete. It won't kill Jugs, but it will definitely incapacitate him. Fights over. There's nothing Juggernaut can do. But it won't hurt him at all, he'll just stand there and laugh at Superman. He's resisted full force optic blasts, D'Spayre and even Thors Godforce. Plus superman won't do that as he cares too much about the people of earth.
