Floating between an 8 and a 9 for this episode. It was really good and I love just about any episode with Luna in it.
I'll go with a 9.

Sweetie Belle was mad because all of her other hard work (writing, directing, etc) was overshadowed. It was extremely generous of Rarity to help Sweetie Belle in the first place, I'll give you that. But Belle wanted to be recognized for her work but all anyone saw/remembered were the dresses. As a little sister, I'd rather go down in flames for everything I did than have one thing that my older sister do overshadow everything I worked hard to create. Did Belle over-react? Maybe. But she had precedent because she KNOWS how good her sister is at costuming, otherwise Rarity wouldn't have had the Sapphire Shores project in the first place. Like I said, no one to blame but herself. She knows her sister is awesome at designing clothes, so it shouldn't be a surprise that she designed some awesome costumes. If she wanted to do everything herself, then why did she even go to Rarity in the first place? And I'd say intentionally sabotaging her sister's major project is one hell of an overreaction. I'd agree with you IF Sweetie Belle hadn't done the costumes at all. She had costumes ready (they weren't great) and she and the rest of the CMC thought that Rarity was only going to "fix" the costumes - not do brand new, complete ensembles that belong on a Manehatten stage and not in a school play. Sabotaging the costumes in a fit of pique is an over-reaction but not out of character for a little sister. Let's just say I speak from experience.

I think this discussion is a pretty big credit to the writers in how they wrote both sisters to act realistically in that set of circumstances. Any younger sibling knows what it's like to feel overshadowed by an older sibling, especially when they are successful in what they do. It doesn't mean every bit of frustration is justified, but it should at least be understandable when you put a lot of effort into something only to have it completely no-sold.
And of course Rarity is going to try to do what she thinks is best for her sister, and mot not truly understand what her sister is going through, since she's pretty much been successful at what she does from a young age.

Just because you have good intentions doesn't mean you can't end up making someone else feel bad, and her response to Sweetie Belle's frustration was basically "Oh, at least they liked the costumes!"
