It depends on the quality of the show. Or just what the show's trying to do.
If it's something that's telling an ongoing story and they've got enough story to make 22 (or more) compelling episodes, then go for it.
If it's a weekly story deal, or if it's a story that really doesn't need more than 13 or so episodes, then there's no reason to stretch it out unnecessarily.
There really isn't a catch-all answer.

if there's a decent build up to the main part of the story then yes, but MANY series have just set things up in the first ten minutes ..... i'm looking at YOU "V" leaving you to wade through turge ..... 13 is an odd number though, i'd rather have just the twelve myself

The worst is adding more bonus episodes when the season seemed to be over. Chuck was by far the worst offender of this. Especially on season 4 with Chuck Versus the Push Mix that was originally the season finale and was by far the best episode of the series and was the perfect season finale and would of been a better series finale then the show's eventual series finale. Then 11 more episodes were ordered last minute and most episodes were filler episodes and kind of wrecked the season 4 storyline. Like you felt emotionally exhausted after that episode that everything else didn't seem that important.

Usually 13 assuming we're talking about 40-60 minute long shows, everything tends to get too stretched too thinly over longer seasons with lots of filler episodes and storylines.
There are exceptions of course, Castle works really well over a longer season.

It depends what the show's trying to do. Exactly. If a show only needs 3-4 episodes to tell its story for that season - I'm fine with that. If it need 27 or whatever, that's fine too, but too many shows stretch their stuff out and make what could be a great show into something mediocre by drawing it out just to fill up some arbitrarily assigned # of episodes that comprise a season.

However many is needed to tell the story they're going for. I don't want extra episodes if they're just terrible filler.
