I think it depends what degree that "savior" thing goes. NXT is really, really well booked, gives women the chance to put on great matches, and has a lot of great talent being put into the spotlight. His comments about Sami Zayn implies that he's much more accepting of smaller guys who don't have the conventional "luck", his major indie hirings are varied and talent-driven enough to say good things about what he considers to be good star qualities, and his old-school style of booking not only means the potential for a refreshing change from the crap going on now, but that he doesn't believe stupid horseshit like the title being a thing that doesn't necessarily need to be around to tell stories and can occasionally just f*** off for no reason (one of the lines from the Austin/Vince interview that I'm surprised doesn't get harped on more).
That said, he's still Triple H. I can't imagine him not being pretty gung-ho about Reigns despite him not being ready, and even if he's willing to slip into the McMahon role of losing feuds like he did with Bryan and likely will with Sting, there's still the chance the guy who paid Lemmy to write a song calling him Jesus might go on an ego trip or two.
So, probably a lot better. Especially early on, when Triple H is trying to make an impression and push his vision hard, and it's all still very fresh. It won't be the smark paradise some people wish it will be, but oh f*** am I putting all my eggs in his basket.

Ultimately, he'll face the same pressures Vince has, namely his duty to shareholders to maximize profits, including a wider fan base (meaning reaching out to kids) and getting more, higher-end sponsors (meaning, nothing too provocative or controversial). Everything he does has to be Best for Business, meaning this focus on catering to more than just wrestling fans. Being a publicly traded company unfortunately means, instead of being run like a boutique, it will have to be run like Wal-Mart.

Well just by virtue of needing to fill time, people should like a higher percentage of the wrestlers on the roster if they're going to be coming from NXT.

NXT is basically the same as watching a 1993-96 era Raw episode. 1 hour long, mostly jobber squash stuff, some brief interviews, and maybe a solid TV main event. That to me is the ultimate irony. The stuff that people hated back then is the same format of show that people are praising now.
As far as HHH goes, the jury is out. If he's an onscreen character then no way will he be any better. If not, then maybe there's a chance.

Partly. He may still push some guys the crowd is iffy on, but I guarantee the storylines and in-ring focus get WAY better.

He was Mexico's top star and an amazing cruiserweight. Sin Cara was a bust because of the shitty attitude he displayed after hitting the roster. That's not on Triple H.
