I read a lot about the poor quality of RAW in 2009, but I know practically nothing about it. Any particular events that I should know about? Any summaries I can read?

Guest hosts.
They were shoehorned in every episode, dominating everything that went on; and most of em were just awful.

Guest hosts.
Also, the match combination of Cena/Triple H vs The Legacy that makes Bryan/Kane look downright fresh in comparison.

1. Guests host being shoehorned into some of the worst segments and skits you can imagine. Most of them getting enough time to suck as hard as they could.
2. Everything on Raw outside of Cena/Orton and DX were treated like complete jokes and after thoughts. Especially in the summer when Raw was probably at it's worst.
The good news is that Raw was really the only atrocious show at the time. ECW and Smackdown were great in 2009.

It was utterly terrible. Just awful. As in RAW in 2009.
It was more of a bad variety show with guest hosts (who is cedric the entertainer?) than a wrestling show.
Loads of wrestlers were bland and looked like Orton CAWS.
A few highlights were Jericho vs Mysterio though that was not on RAW

Guest Hosts DX Hornswoggle So much shilling, very self-aware and cute about it "PG" at it's worst in terms of writing Extremely short midcard matches, like 1 minute Every main event involved Cena/Triple H/Orton/Batista

Pros: -Title reigns were short and made you think anything could happen -Smackdown and ECW were amazing and Raw's badness made them even better by comparison
Cons: -Title reigns were short and once you realized it was just switching between Cena, Batista, Orton and Triple H the luster wore off. -Every episode of Raw was the same exact thing: Guest host(s) comes out, Jerishow interrupts, tag team main event set. -Everything about the Triple H vs. Orton feud -Everyone below the main guys were treated as nothings -Hyper Triple H wins mode (best/worst was when Rhodes/Dibiase beat him up and he sarcastically said "owww that really hurt" on the mic immediately after) -The bad guest hosts outweighed the good, Jeremy Piven, the Nascar guys etc. -6+ month Hornswoggle vs. Chavo feud where Chavo wins approximately zero times

2009 was great. The guest hosts were a drag but god damn Smackdown was freaking awesome. The mid card was entertaining... on Smackdown besides the freaking Ziggler/Kofi matches throughout the year that were constant.

Great midcard with Morrison, Jericho, Mysterio, Ziggler. Diva's division wasn't so bad. We got some good matches out of Melina, Michelle McCool, Natalya. Later Beth Phoenix and Mickie James were on the Smackdown roster too.

I remember the Raw in MSG that December with the Breakthrough Battle Royal stood out as being one of the the good ones. Jesse Ventura was the host, did commentary with Vince on the main event, and randomly turned heel on Cena at the end of the show.
Edit: My fault those are two different shows, the MSG show was good and the Jesse show was good.

It'd be interesting to try find positives from 2009 RAW.
Bob Barker/Jericho segment would be the first one that springs to mind.

That happened and then, HHH called Shawn live on the air and Shawn ended the call basically saying "Not watching the show, not coming back.*Click*" Man, DX was painful to watch that year.

That was when Shawn was working in a kitchen, and content with his life. But then he ended up Superkicking someone because hilarity, and he ended up coming back I don't know what I even just typed.

The RAW main even became so stale featuring countless matches between Orton/Cena/Batista/Trips. Mania that year was also headed by Trips/Orton which was well past the point of being an interesting match on it's own merits. Also Orton was a pretty ineffective top heel who relied on tired and uncreative heel work along with Legacy basically being his putty patrol designed to act as warm bodies for the faces to crush. The guest host experiment failed a lot more than it succeeded, and they just made a lot of dumb decisions that hampered their own brand.

It seemed like 2009 was like the start of the mid-card really losing importance on the show .

2009 Raw was probably the worst year in Raw's history. Imagine this for a Raw episode:
Guest host comes to the ring
Jerishow interrupts guest host
DX interrupts Jerishow interrupting guest host
Guest hosts makes DX vs. Jerishow for the main event of Raw
Chavo wants a match with Hornswoggle, and either the guest host makes the match with a stupid stimulation, or just flat out beats up Chavo.
DX beats Jerishow and celebrates with the guest host.
Sounds like a crappy Raw right? Now imagine 5 months of that... In a row.
