29 for sure. His heel work in 2012 was fantastic, and a triple threat with Cena and Rock would have been far more fun than the twice in a lifetime match.

I'm not even a Punk fan, but even I saw how bad he got jobbed out of 29 so they can try to do a hamfisted Wrestlemania 18 moment with Cena and the Rock.

Absolutely should have been 29, and should have just been Punk/Cena 1-1. Brock should have cost Rock the match in Rock/Punk at the Rumble, setting up Brock/Rock.

Wrestlemania 27, he just doesn't have a lot of heat due to the New Nexus being a stinker.
Wrestlemania 28, no way on earth Cena/Rock didn't headline. Rightfully so.
Wrestlemania 29 featured a Rock/Cena match that had been done the previous year and really didn't have a lot of excitement surrounding it. Punk may not have done anything for business but he certainly would have made it a better match if it was a 3 way since this match ended up being rotten.
You could have also just done Cena/Punk with Cena finally getting the major singles win over Punk there and have Rock face Brock as someone else suggested.

Could make an argument for all three but 28 really was the one he unequivocally deserved. They should never have brought him back so quickly after the Pipebomb. Hold off on it, have Cena defend the "title" while Punk goes around the country talking about how he is the real world Champ. Sheamus wins the Rumble (it really should have been Jericho but without Sheamus winning we don't get 18 seconds and that made Bryan so I can't take it away) and challenges Bryan for the World Title. The next night on RAW they announce an Elimination Chamber match where Cena will defend his title against five other men at EC. Cena retains and is celebrating after the match and Cult of Personality hits. Then just repeat his actual return and do the match they did at Summerslam at Wrestlemania except without the screwy finish and without Triple H. Punk wins clean (as a babyface) and goes on to have a long title reign where he's actually booked as the focal point of the show. I honestly believe if they had done it this way Punk would've been an even bigger star than he actually was.

I adamantly maintain to this day that the Mania 29 main event should have been a triple threat with Punk. Miz deserved his spot at 27, despite what people say now, and he was just sacrificed to Cena and Rock's egos anyway. 28's Cena v Rock was genuinely huge and deserved its spot. 29 with Punk would have made for an incredible atmosphere and a more interesting match. Cena could still have won, but it would have been a great payoff for Punk's great year. Agreed. Cena/Rock at 28 should have stayed Once in a Lifetime, and Punk deserved to drop the title to Cena at WM. Or you could have still had Rock win the belt at the Rumble, and have either Punk regain at Elimination Chamber setting up the triple threat, or have a screwy finish and vacate the title with the triple threat for the belt at Mania. Of course in a perfect world, Punk would have had the title from MITB all the way to WM 29, with the heel turn in the middle and babyface Cena finally avenging his loss. Unfortunately, Rock's involvement in the title picture messed things up, but they could have still had the Punk/Rock match at the Rumble. Rock would have to lose, then build for Rock/Brock at 29 and freeing up the main event Cena/Punk. WM 30 could have been a fatal 4 way with Punk involved as well, and it could have been booked very easily. So WWE had plenty of chances with Punk, I personally think it's clear that the higher ups did not want Punk to be in the final match of their biggest show of the year.

29 could have easily been Rock/Punk/Cena.
Instead we got the rematch that never needed to happen and was pretty much forgotten about a few months later.

WM 28 he went into as a babyface WWE Champion. Has there ever been a babyface WWE Champion who didn't go on last at Mania? Oh, yea, Eddie... and Diesel... Answered my own question. Still going into WM as face champ was his best shot.

23 - Was still a fresh face from ECW, so it was not his time either.
24 - 2nd MITB. Still clearly not ready.
25 - Was a former world champion. But NOTHING, not even Shawn-Taker was going to main event over the almighty HHH.
26 - Shawn-Taker farewell. No chance.
30 - Why do people think he even had a chance to main event? Batista had it written in his contract, Royal Rumble, Wrestlemania main event when he decided to come back. No way Punk vs. Batista or Punk vs. Batista vs. Orton main events this show.

He definitely deserved a main event, but the only real option would have been a triple threat at 29, and I could easily see WWE thinking that he might detract from it, because they'd think it easier to sell it as "CENA/ROCK 2" than "CENA/ROCK/PUNK"

I would've loved to see Rock vs. Cena vs. Punk. Even if Punk would've been the fall guy in the match. He could've carried a large portion of the match especially ease the load of Rock's workrate. He was clearly gassed in both Cena matches.
Cena and Punk would've worked the majority of the match and it would've been great. Punk definitely deserved to be apart of that main event because of how hard he worked as champion for a year.
The storyline was there as well if they didn't do that "one game playoff" match between Punk/Cena on Raw. They actually could've worked the same match they did on Raw at WrestleMania which is crazy to me.

28 if they didn't dick up the Summer of Punk. Punk winning the Rumble and regaining the title, or holding the title from MITB through Mania and retaining against heel corporate Triple H. The match with Jericho didn't quite have the umph behind it, because Punk was cooled off and doing this balancing act of being himself and trying to be a lame WWE face, and Jericho didn't win the Rumble.
