I think the way this question is being approached is somewhat flawed because we're looking at fitting him into the cards as they were, rather than suggesting that perhaps WWE should've booked something different from the ground up. I think there's no reason they couldn't have rode the Summer of Punk angle all the way to Mania, had they wanted to. It was undeniably the hottest angle that year. They screwed themselves by locking down Twice in a Lifetime so early. Punk/Cena deserved to main event a WrestleMania and Cena beating Punk probably would've done more for the guy than checking off his perfunctory win back in a poor match where the result was apparent the second it was made. If they don't lock down Twice in a Lifetime early, they probably don't get Rock at that WM ... He's a movie star, he can't keep that date open "just in case." He agreed to a big WM payday and kept his schedule clear; had he not done that, he probably would have been making a movie instead. And if I'm not mistaken, that WM was the largest-grossing of all time. Punk can gripe about "part-timers" all he wants, but he's also made it clear that he, too, is all about the money (with his ok, PAY ME like I'm a main event). I don't blame VKM and WWE one bit for going the direction they did, even though I wasn't a fan of doing that match again, because it truly was BEST FOR BUSINESS.

Once they decided to do Rock/Cena II they had to commit to it early. I think they screwed themselves in the fact that whatever gained momentum throughout that year was always going to be forced aside for that match to happen. That doesn't allow for a natural progression of your main event title picture. Whilst the alternatives might not have done as well at the box office on that night, they had better options creatively and I think in the long term they would've been better off going in a different direction. I do believe it was less a financial decision and more that Cena had to get his win over Rock. With what is known about this company, I can't help but feel that the idea behind Rock/Cena from the very beginning was to do the unnecessary passing of the torch and put Cena on Rock's level.
