Jericho doesn't prevent multiple people from "moving up the ladder". You're pulling that out of your ass to get your point across. Neville is a flippy dude who without a manager, will NEVER draw money for WWE. He can go a bit in the ring, hit a nice spot, but a ME with him in it is one I and a host of people will never pay for. Nah, Neville was doing great as NXT Champ. You don't have to pay for it, other people will, you won't be missed. Jericho's still a waste of space.

I'm not even open to a part-time return.

May God have mercy on the souls of those who want Jericho to return full-time.
Jericho's in the same position as Kane and Big Show right now except the difference is that Jericho gets wins over guys like Wyatt and Neville.

He'd job mainly. I guess it's a paycheck, but it would add nothing to his legacy.

Yeah, that was 2 years ago that Neville was a draw in NXT, and a year ago he was a solid champion. Completely different universe we're talking about with a Vince run promotion. But ok dude. You've got it all figured out!

It depends as to which Y2J turns up, really. If it's a pivotal part of the product that has a consistent character and is likewise consistently booked in meaningful, heated feuds like his latter-day Punk and Ziggler gigs, then yes, I'll take them apples. If it's the "Y2J Comeback Tour #47" where his work exists in a vacuum and has generally no bearing on the overall product, then no, leave that to drawing house-shows and the occasional RAW/PPV nostalgia pop.

No
His last run was dreadful and he hasn't been entertaining for years. Stay away Y2J.

The reason Jericho has been less effective over the last few years is because he's not full-time. He pretty much has time for one program which usually can't get much going, and people can't get interested in him because they know as soon as they do he'll gone again. If he was there full-time he'd be a great gatekeeper in the midcard, I can't see any drawback to it. Some positions are unique and can only be filled by solid veterans with a lot of history, and it can add depth to the card. Jericho is also a guy that is fun to see clash with this generation, not necessarily a "dream match" but a what-if match at least. I like having RVD around for the same reason.

What can Jericho even offer WWE these days from an in-ring point?
Having him go over the younger guys would only hurt them, unless you buy into the stupid "Looking strong in defeat" thing.
And having the younger guys go over him wouldn't help them because getting a win over Chris Jericho doesn't mean anything anymore. It's like getting a win over Kane; the announcers can try to sell it like a huge win, but it never actually feels like it. Hell, he put over John Morrison a few years ago, and even then it didn't feel like an upset.

He's perfect guy to work house shows. I saw him this year when they came around and it was a lot of fun but I do not want to see him on TV

No.
The only way I would be in favour is if there was some big plan for him to help shake off his staleness, a new image and a completely self contained storyline for bis final run with a beginning, middle and end planned out by him to get a new talent over as a test for a future role in creative. They have no shortage of veteran former champions, they're sorely lacking in actual wrestlers on the booking team and could use him more on that front.

Yes. Jericho is still one of the better in-ring wrestlers in the world, extremely creative and his experience could definitely help some of the younger guys. Would be a great guy to have younger guys working alongside. He doesn't have to take up major TV time or storylines but could be extremely valuable being a mentor and teaching younger guys the ropes (much like Michael Hayes did for the Matt and Jeff Hardy).
Put Jericho in the Xavier Woods role with two younger guys and it could be very beneficial.

Full time, no-and I was a huge fan in WCW. I'd be ok with him screwing Ambrose out of the IC title and shaking Vince's hand on the way out, but nothing more than that.

Man I love Y2J and all but honestly...his best days are behind him.
He's still good in-ring but as a huge jericho-holic I have no desire to see him full time again.
(unless he was very compelling but honestly, I dont think that's possible)

He also lost to fandango at wrestlemania as well as a host of other jobs since his retirements. Y2jlast appearance had him flee the Wyatts and the Neville match was a house show. They don't scream local man refuses to job, not to me at least. I'd love Jericho to have an on screen role. Manager, nxt trainer, gm or commentator.
