And yet they ban the curbstomp, which basically just requires the victim to headbutt the mat slightly.

In a lot of ways, the way some of the divas work is actually way safer.
I remember matches with Bayley, Banks, Paige, etc that were all technically sound and were generally about them wearing the body down without doing too many high risk bumps and dives.
I think even the indies are starting to adjust as we're seeing more emphasis being put on "technical wrestling" with dudes embracing the WoS/submission-based style more. ZSjr., Thatcher, Gulak, Scrull, Hero (sometimes), Perkins and a few others. Even highfliers like Ricochet are trying to transition to more mat-based stuff when they're not in a high-visibility situation. There are still dudes who will do a million headbump suplexes and dives to the outside (though, even dives are relatively safe when done properly).
The thing about Regal's neck - which SUCKS - is that he's nearly fifty and has been wrestling for 30+ years. He also wrestled during a time where shooting was more common, so dudes would legit wrench people's necks and stuff. That causes just as much damage as taking a head bump will if done improperly. That being said, I think there's a balance that needs to be struck between 80's style wrestling and modern wrestling that can still be safer on the neck without reverting back to an anachronistic style.

(Not wwe related) Point in case; Stupid shit like this: StupidUgh. Yeah, the insane suplexes need to be a thing of the past. I'm fine with Brock throwing them out since the word is that he's fairly safe, and I love German suplexes that bridge into a pin, but I can live with never seeing a Dragon or half nelson suplex ever again. Also no disrespect to Kobashi but f*** the Burning Hammer. The worst part is, Kobashi only ever used that move 7 times. The last 3 were a safer side version. ...and then there's this bullshit

I think people are putting a bit of a false dichotomy between dangerous wresting and old-school, mat-based, American wrestling. There are plenty of ways to have fakey, playful wrestling with a lot of tumbling and yet isn't too dangerous: look at lucha. Like everything else, it gets risky, but at its heart, it's not any worse than any other style, and it's totally goofy. Wrestling didn't get dangerous because kayfabe died; it got dangerous because real-fakeness pops the crowd.
That's why I think the most trenchantly dangerous move in wrestling is the open-hand chop. It's pretty harmless, but its power is in "this causes my opponent real pain." Once you start going down that road, neck drops come pretty quick.

Still I remember Bret Hart's dad who wrestled in the 1950s and by the 90s, he could hardly move. And he wasn't working at a time where you would do big bumps. A lot of former wrestlers from those days had bad physical consequences later on in life.
Also I am imagining things or just doing a fake punch to the head can be dangerous?
Cause the wrestler that gets the punch has to move his head forward and it could lead to concussions if you do it too much in a repetitive manner. People blame the "head butt" and steel chairs on what happened to Benoit but just watch any of his matches in the ring and the guy was overselling like a maniac, especially the blows he was getting to the head.
After a few of these and the brain has hit the cranium plenty of times during a 20 minutes match.

I fear the day wrestling gets too safe and isn't that exciting (I already miss chairshots to the head and piledrivers), but thats far more outweighed by not wanting to see people crippled.
