So he's not going to be like Cena Hogan. He's going to be a face who they can book as the heel sometimes when it's convenient, and he'll do a few things to play into that role in matches despite not turning heel. That is exactly like Cena Hogan. Hogan was never booked as a heel.

Good. You don't need a heel turn. Him acting this naturally will get people to react to him either way so he's good. The cocky don't f**** with me Reigns is money because he has natural swagger to back it up. Let him do his thing, it's sink or swim in regards to 2 years of building him up to this moment. I don't get your point because people were reacting to him anyway, whether he acted 'natural' or not.

I mean I knew about those examples but I was thinking from the WWE perspective of "If a heel does anything to cheat any action of a babyface even if it's way beyond what the heel did is warranted"

Reigns with attitude is at least SOMETHING that they never tried with Cena. But the "I'm not a bad guy, i'm not a good guy" thing is already old as f*** to me.

This is a step to the right direction. Turning him heel right away would be bad since everyone wants him to turn heel. The best heel turns are the ones when no one wants the face to turn heel and everyone in the crowd likes the guy (like they haven't gone stale) and it feels like a real turn and betrayal. The last great WWE Heel Turn was Seth Rollins turning on The Shield on this regard. Also a great heel turn is when the heel makes the babyface he turned against more popular.
Give Reigns a chance to win over the crowd and him brutally beating down Ambrose would be a genuinely upsetting moment but at the same time it's passing the torch in making him the number one babyface.

The best thing about REings being a tweener instead of a full heel is allows WWE to cover all their bases in case his new attitude starts getting him cheered. Which I won't be surprised happens if they allow him to stay like this for the rest of the year.

It's a smart way to book him, means he can easily heel it up with the rowdier crowds and work as a face with the more subdued ones.
I do like the idea of Reigns just being a straight up smug asshole to, say, a Chicago crowd.
