No, passing out something like a party favor is more in line with the first level of Super Saiyan.

Just ask Vegeta and Gohan when it came to Trunks and Goten. ^_-

Note that no other ponies were given the rank of alicorn after Twilight. Flurry Heart was born with it so she doesn't count.
