I would have loved it being Daniels, but only if they hadn't done it like they did with Vince, where he just reveals himself. I assume it would have been a bigger build and they would have revealed him gradually, instead of all of a sudden. Most of the crowd would have been going "Who's that guy?" if they just had him rip off the hood.

There shouldn't have been a higher power. It made Taker look stupid and weak. In fact the Austin/Vince storyline should have been kept seperate to the Ministry entirely.

Exactly; if it had been Daniels, there likely never would've been an "IT'S ME, AUSTIN!" moment with him, some straight-up unmasking moment. More likely he would've at first shown up in a hood, and each week you'd gradually see more of his face and hear him speak more, so that by the time he appeared in front of a crowd the fans would have some kind of idea of who he was. That said, Daniels has always had more of an athletic than a bodybuilder/weightlifter look, so I guess Vince was afraid he'd just look too small next to a pretty jacked up at the time Austin.

If Daniels was going to be in the Ministry, he should have been Undertaker's personal assassin, like Darth Maul in Episode I, which came out during the Ministry angle anyway.

Vince Russo also mentioned it on his podcast before. When they mentioned this on the Bruce Prichard it made me think who would of made perfect sense for the higher power which is Brother Love. Brother Love was Undertaker first manager. Austin first appear on the Brother Love show. He has the same links as the Million Dollar Man but also has religious undertones. I think Brother Love done in the attitude era could of been really amazing. The thing I've always felt about the Higher Power angle is that you needed someone who could go out there & have a good match where Austin can fully get his revenge. Brother Love could've fit (and with the way you broke it down, he would've been a better pick than McMahon) but who would be the person he chose to wrestle Austin at King of the Ring? HHH maybe?

They actually had something similar for the reveal of the Black Scorpion, where the plan was for it to be a wrestler called the Dark Angel, who actually had history with Sting in the territories, but nobody outside Southern California where they worked together would have gotten it.

I always thought it was going to be the Million Dollar Man due to Ted being the one that brought him in. I don't think so. I'm pretty sure he didn't become the Fallen Angel until 2001 or 2002. Which makes this a weird/inaccurate story. He was as far back as at least 1998. www.youtube.com/watch?v=WH1nJO_T-uoDaniels with hair doing the Fallen Angel gimmick just seems so wrong.

Followed by Scott Steiner breaking his leg with a lead pipe, and bragging about him being the largest arms in the world, while a bound Steve Austin looks on in confusion. m.youtube.com/watch?v=eBPUrFRvRUk

If it was Ted Dibiase or the Jake the Snake Roberts I think the same question would have to be asked about King of the Ring. I get that all three of them have at least some history with both Undertaker and Stone Cold. Roberts would have the least I would say with Austin being the King of the Ring and Undertake being him teaming up with him during the Ultimate Warrior feud. I think the problem with the Million Dollar Man is the fact it did not make sense for his character. He will never really dark or really had dark undertones to it. Brother Love was edgy during the late 80s/early 90s. I think a attitude remake could of work. He could of been a Marilyn Manson type figure in the WWE when Marilyn Manson was actually in the news.

That's fair, but we've been trained as wrestling fans to expect anyone masked to be 'somebody'. He unmasks and no one knows who he is, I don't see him getting the chance to be credible because the silence would have just killed it. I have no doubt he could do it, but the moment that mask comes off and the crowd collectively goes: "Who?" that angle is done. Fairpoint as well, and that's definitely true nowadays, but do you think that was still the case in '99? I do yeah, maybe not to the degree it is now; but still I think 98 percent of people expected whoever was under the hood to be a name they knew. Daniels would've been an intriguing choice if he was able to actually work the angle; I just don't think he'd be afforded that opportunity five minutes after unmasking.

He'd have been a better fit as the Hower Power.

It should have been The Jackyl imo I would've loved that, I'm a huge mark for all things Don Callis. But pretty sure he was gone in like January 1999 He said his last short run he was a manager for the Acolytes, which even Don himself questioned because "both guys can talk. Why would they need me?" Russo wanted him to be Satan. Yes, the devil. I feel for Don. He had a great gimmick.

Most of the people in the crowd were expecting a celebrity or returning wrestler.

he more I think of it, the more I've come to the conclusion that nobody would've been a good pick for the Higher Power. Dibiase couldn't wrestle anymore. Trusting Jake with that could've had disastrous consequences. No one (well, at least I didn't) knew who Daniels was in 99. It shouldn't have been Vince. They were in a true no win situation Linda seemed like she would have fit logically, but she couldn't cut a promo for shit, so...

I think it could have worked in the way that he's smaller so he needs someone like the Undertaker to manipulate to do his dirty work since he couldn't do it himself.

Imagine if it was Bret Hart.
He had beef with Austin and McMahon and would have worked. Apart from Bret never had any supernatural elements to his character.

Jake would have been the ideal guy if he'd been able to do it...Run out of the company by Austin, turned away from his redeemed character to the dark side after being haunted/taunted by "Austin 3:16" and capable of carrying the whole Ministry on the mic if he's got it together. Undertaker would still be the big boss for match purposes. DiBiase made all the sense in the world, since Austin was his protege and left him, and Undertaker himself came in as part of DiBiase's team, not to mention DiBiase having his own Undertaker. They'd close the rich guy vs. cult gimmick divide with a simple "money is the root of all evil" thing. Brother Love would solid too, given the Undertaker/Austin debut connection, and certainly makes sense as someone who could have been pulling the strings on Undertaker. You'd just have had to spin it less about being after Austin and make it that Austin got in the way. Heyman would have been perfect given how the angle had been booked. No one would have made more sense as someone going after Vince and his family, and he could also have a vendetta against Austin for not staying in ECW and not coming to Vince's rescue. The crowd would have recognized him, and he'd have cut killer promos. If it needed to be someone who could wrestle, Raven actually left WCW right after the Vince reveal. It couldn't have been him because he had the no compete clause, but Raven as the Higher Power could have worked and still tied to a Heyman/ECW angle. Plus, instead of "IT WAS ME AUSTIN!", the Raven reveal could have had Vince present and the Vince quote we'd all remember from the angle would be "WHO THE HELL HIRED RAVEN?!" Imagine if it was Bret Hart. He had beef with Austin and McMahon and would have worked. Apart from Bret never had any supernatural elements to his character. 4 out of 10 = 6!

Christopher Daniels is amazing and bless Vince Russo for trying to push talented youngsters but yeah this wouldn't have worked. He wasn't nearly as famous yet for the reveal... Though I suppose it didn't have to be done the same way. They could have had vignettes hyping his debut rather than the shock unmasking.
You know who would have been great though?
Raven.
