Vandal Savage from Legends of Tomorrow/The Arrowverse. He was supposed to be this nearly omnipotent being and he came off like Jemaine Clement doing his What We Do in the Shadows character. He just wasn't believable and a drain on the show's first season. They even had a meta joke about how bad a villain he was during S2.

The Reach get dangerously close to this in Young Justice, but it is offset by how, when things go terribly for them, how satisfying their crash and burn is.

I'm currently catching up on Gotham after taking a long hiatus, and it's reminding me why I stopped in the first place - Theo Galavan. This villain is written in such a way that I don't hate him so much I want to watch and see the heroes get him, I just want him off my TV. Every time he shows up I groan and find myself thumbing through my phone until he's gone. Now, I figure he can't be the only TV villain that's been that way. What are some of you guys? I won't give too much away, but given what happens to Galavan towards the end of season 2 I have a feeling the writers and show runners took note of the fans criticism and acted accordingly.

I'd say Negan in the Walking Dead had received some pretty big X Pac Heat.
Not from me though as I think he's awesome.
But when I cosplayed as him at Comi Con the next weekend I think of the hate I received was pretty legit.

Kevin and Tim-Tom, the "Murderous Moppets" from Venture Brothers. The episode where the Monarch puts them in their place is so satisfying.

The Evil Leaper from the last season of Quantam Leap. But then, that was QL on its last legs. Was I the only one who like the 'Evil Leaper Arc' on QL? But damn that series finale, still hits me hard {Spoiler}

Nicholas Quinn in Chuck. The weakest villain of the show so of course he's The Big Bad villain of the series. As much as I hate to disagree with the fans but the show is one of the few cases where the studio was sort of right in wanting to cancel the show. Because those episodes after Chuck Versus the Push Mix were pretty bad and the finale of the show was pretty bad and season 5 was pretty bad and that episode would of been the perfect Series Finale of the show. Hell it was probably one of the best if not the best episode of the show. Quinn was horrible, I'm convinced that he wasn't the original plan. I still think they originally wanted Chuck's dad or Bryce to be the big bad who was controlling everything, but both Bomer and Bakula said no to returning as a villain. And Quinn's made even worse by the fact in season 4 we got Volkoff, and Timothy Dalton obviously having a blast playing him and chewing everything in sight in a good way.

If any of these characters had actual X-Pac heat you've stopped watching their shows. Not when the Villain appeared in the final season during the final episodes like in Chuck where you want to see the show end.

I'd suggest a heroes thread, but I think you need only look at "The Scrappy" trope page.
Valencia on Crazy Ex-Girlfriend was this for awhile for me. But...just look at her! ;-)
OUAT and Rumple I can agree on because everything revolves around him in the end.
Similarly, Kingpin on the Fox Spider-Man animated series.
