I'm currently catching up on Gotham after taking a long hiatus, and it's reminding me why I stopped in the first place - Theo Galavan. This villain is written in such a way that I don't hate him so much I want to watch and see the heroes get him, I just want him off my TV. Every time he shows up I groan and find myself thumbing through my phone until he's gone.
Now, I figure he can't be the only TV villain that's been that way. What are some of you guys?

The Evil Leaper from the last season of Quantam Leap. But then, that was QL on its last legs.
See also: every single antagonist involved with the Temporal War arc in Star Trek Enterprise. It was a bad enough concept to last that long, but the bad guys were so lame, too. Especially since it was revealed via Twitter that Future Guy (the guy signing the Suliban's checks) was actually supposed to be a Jonathan Archer from the Future trying to undermine his past self for reasons.

Vandal Savage from Legends of Tomorrow/The Arrowverse.
He was supposed to be this nearly omnipotent being and he came off like Jemaine Clement doing his What We Do in the Shadows character. He just wasn't believable and a drain on the show's first season.

I think Ward on Agents of SHIELD had go-away heat by the end. Really? I loved Evil Ward. I couldn't stand him at the beginning because he was basically just a different version of Riley Finn, but once they turned him into a sociopath, I thought he was fantastic.

Haven't watched the latest season, but Rowan in Scandal. No matter how they beat him, he always either finds a way out of it, or reveals it was all part of his plan.
Also, he overacts like Al Pacino in the middle of a coke bender every episode he's in.

Everyone hated and was sick of Ramsay by S5 of GOT even the guy who was playing him but the producers loved the Dreadfort Bastard so much that they made him the central villain for S6 and made him a Villain Sue. At least they let the audience finally have their win. Jon has really been an avatar for the viewers so seeing him beat Ramsay senseless felt like a huge victory making the awful journey worth it.

Season 4 villain of Buffy. Forgettable Robot/demon guy. Him and that entire season almost killed my love for the show. Thankfully they waited until the last 2 seasons for that.

Its not helped by the fact that Ramsay's acts feel like they make more sense in the books. {Spoiler}There he's an ugly short sighted brute who swings a sword like a cleaver and constantly pisses away any progress he makes by being a violent rapist and killer; his father can barely stand him. Hell, much of his torture of Theon seems rooted in jealousy of Greyjoy being a handsome womanizer and heir to a kingdom, both of which Snow longs for. Wheres in the show: {Spoiler}Ramsay's a fairly handsome man who has beautiful women at his side despite knowing what he is, gets tolerated by Roose far past the point of common sense, and up until the Battle of the Bastards, always has things going his way via plot contrivance. He fights off Yara with her men bare chested, tortures Theon for the hell of it, and defeats Stannis via the infamous 20 Good Men. Its like TV Ramsay is self insert fiction as written by the book version.

Hes a huge part of the show and given im only in the 5th season of it but Rumplestiltskin in Once Upon a Time since like the 3rd season...The constant forced yoyo has made me completely even hate watching the show with my fiance who got me started on it

That said, there's a moment in Season 2 where after being saved by him, Skye just shows her gratitude by shooting Ward several times before leaving him for dead. I loved that.

Nicholas Quinn in Chuck. The weakest villain of the show so of course he's The Big Bad villain of the series. As much as I hate to disagree with the fans but the show is one of the few cases where the studio was sort of right in wanting to cancel the show. Because those episodes after Chuck Versus the Push Mix were pretty bad and the finale of the show was pretty bad and season 5 was pretty bad and that episode would of been the perfect Series Finale of the show. Hell it was probably one of the best if not the best episode of the show.

The corrupt cop in Season 3 of House. Most of the shit he does would get him laughed out of court, and it does, but that takes 8 episodes of crap to get to.
I know someone who was binging the series on Netflix, and they'd just got to the first episode of that arc, and I told them "Just skip to episode 12, literally nothing else happens but this stupid plot".
