Convincing arguments above for the 70s and 90s, but as a child of the 80s I've let my heart overrule my head. Ghostbusters was my favourite film as a kid, so that helped sway my vote.
However, 90s was my first instinct.

Maybe the 1970s, thanks to a lot of great Italian films and some of Robert De Niro's best performances. Then again, the 80s were also great thanks to Platoon, a lot of Speilberg hits like ET and Indiana Jones, not to mention cult hits like The Evil Dead and John Carpenter's The Thing. (The last two titles are two of the scariest films I've ever seen.) I can think of a few films from the 90s that are really, really good like Terminator 2 and Pulp Fiction, but there was a lot of crap from that time as well. Definitely not the 2000s!

I think there is a damn strong argument for the 1970s with the "New Hollywood" or "American New Wave", but each decade has fantastic film and contributes to the ongoing development of the art form.
I highly recommend The Story of Film: An Odyssey. It is a documentary about the history of film, broken up into 15 one hour episodes.

Have to go with the 80s as well, too many good films I enjoy so much.
60s gets a special mention for having The Good the Bad and The Ugly, Jason and the Argonauts, Easy Rider, Goldfinger, The Wild Bunch, Once Apon a time in the West, Jungle book, Night of the Lving Dead, Yojimbo, Ghidorah, the Three-Headed Monster, The Birds, Psycho, Dracula Prince of Darkness and The Sword in the Stone

Recently figured out my 30 favourite movies (in no particular order) and the 80s did the best. 1987 in particular gave us some of the best horror movies of all time along with plenty of other cult classics like Withnail And I and The Princess Bride.
Weirdly enough, my list includes almost every decade from the 40s onward, but not a single one from the 60s.

For me I feel like we're in it right now. 2010-2017 has produced some of the most interesting films I've seen. I think part of it is the partial democratization of film making resources has allowed voices that would have NEVER been able to make movies to be seen by a much larger audience.
I mean, if I were to say in terms of sheer nostalgia the 90's were a watershed moment for film (coming out of the very studio-driven 80's - not to say the 80s sucked, just a different time).
But yeah, I feel really fortunate that we're living in a time where big-budget films are being played in many of the same cineplexes as high quality indie & foreign films. On top of that we started seeing a lot more films with bigger budgets that FELT more like indie films in their unconventional nature.
