Take-Two has issued a C&D to the developers of OpenIV, a modding tool that everyone who develops GTA mods uses. I guess they decided that predominantly single player mods are too big a threat to GTA Online and the whales that pump money into the microtransactions.
edit:
This is after the CEO showed how much contempt he has for customers that have purchased GTA V but aren't pumping money into Online. It doesn't matter if you've only bought the game once or if you have it on three different platforms, you haven't given enough money to them.

Doesn't the name kind of imply that's open source?
If so, good luck getting it off line.

None of the vehicles for online get put into SP, none of the new weapons, no heists, and no story DLC. They gotta sell those Shark cards.

Also I like Jim but he implies that Game Developers came up with that system of Whales, etc. where he is wrong... those are Gambling terms.

GTA Online never seemed that fun to me. I'd much rather have some single player stuff and since we're not getting that apparently, I'm fine messing around in the game world.

Meh, what are you gonna do? If it is important to you enough to boycott Take Two, you don't buy the following Grand Theft Auto (duh) Civilization Kerbal Space Program Red Dead NBA 2k XCOM Bully WWE 2k Mafia Manhunt BioShock Borderlands Battleborn Max Payne Spec Ops: The Line Evolve Take Two reportedly sent private investigators to a modders house to intimdate him, back in 2015 www.pcgamer.com/take-two-reportedly-sent-private-investigators-to-modders-home/It is a shame that Rockstar is owned by Take Two, because apparently Rockstar is pretty laid back about all of this kind of stuff

Take-Two is becoming Nintendo levels of tone deafness when it comes to interacting with their fanbase and enforcing their copyrights even when they have no business enforcing anything.

So basically, everyone company who insinuated that they were cool with mods are proving that they're not (this, Bethesda trying paid mods again).
I get that companies need to make money, but taking the fun things away from fans really is a crummy way to do it. It's not like these games will get more stable if they make more money/take away amateur mods.

Rockstar has talked about mods positively, ditto with Firaxis with Xcom but I don't think Take Two ever has... I mean if they had a problem with it they should have told Rockstar not to talk positive about it or... you know not wait years to pounce on this

While it's true that them being fanmade does not automatically make them legal, I really wonder what legal justification Take-Two has for this. OpenIV does not use the original code, T2 and Rockstar do not own any of it, so I'm not sure what argument they could bring up in court to make their case. Add to this that the C & D letter was apparently barely comprehensible and I have to wonder if it even has any legal value. Shame that the OpenIV developers have decided not to fight ont the grounds that they don't want to spend the money, time and energy on this.

Only thing I could think of is that it alters the GTA code in some way which Take Two does own.
