I thought it was his best look. He worked a feud with Jamie Noble around this time which was decent and then vanished. What happened? he seemed to be improving.

I missed the custom chucky era of RAW/Heat in 2004. Remember getting the taboo tuesday ppv on dvd and was like huh he's a possible IC title contender?

Palumbo always came off as one of those guys that wasn't terrible, per se, but was just missing *something*. The Biker gimmick seemed like it might have worked, had we not seen it only a few years earlier with 'Taker

I remember my brother joking that his theme had the lyric "when you see me on my motorcycle" and it was the funniest thing to me for some reason.
I also remember seeing motorcycle Chuck at a house show, the smoke from his bike hung over the crowd, and he got fake injured two minutes in so most of the match was Finlay yelling at him until he shoved the doctors away.

That feud was one of the few times WWE listened to the crowd. They wanted to push Chuck as a babyface against Jamie Noble, but he came across as such a douchebag the audience sided with Jamie. So they did a double turn.

I think it went well on smackdown but he was traded to raw and wound up on heat

Somehow, I doubt that Undertaker's run in at Judgment Day 2000 would've been as memorable had it been Palumbo in his spot instead.

The Palumbo/Noble feud was a good double-turn angle and had the distinction of being a solid midcard feud in an era that had virtually none.

I thought it was a good run. He was having decent enough matches, biker gimmicks are always cool and seemed over enough with the fans. Once he turned heel after the Noble feud, WWE seemed to lose interest/had no idea what to do with him.
It's a shame. He'd have been a solid hand filling the numbers in the US Title division. Matches vs MVP, Matt Hardy, Finlay etc who were all at that level on the card at the time would have been fun.
