Santino at the end was a comedy act and the crowd was behind him. If he would of won the RR that they teased, the place would of gone crazy. And had he beat Daniel Bryan in the Chamber, the place would have erupted. Santino was a comedy act, but he also was great as an underdog face.

There were only 3 titles in the WWE during his peak popularity((WWF Champ,IC Title,Tag Titles)One of those was Hogan during a multi year run,the other was the IC title was always a heel and or workhorse belt and the other was the tag title's. If their was 2 tag belts and the Us Title Belt during the late 80's rest assured he would have held both at some point as he was a top 5 babyface for a while. Hell even Roberts never held a title back then

I think the only thing that separates comedy acts from gold is a level of fan support hot enough to warrant it.
A good example: Team Hell No was a straight comedy act for most of its run. Massively over and had a lengthy title reign that lead directly into Daniel Bryan's big face run.

To answer the question though, I think a comedy act who can work is perfectly fine as a champion because its then believable. Its when they cant work and don't come across as a champion. i think Fashion Police would be fine as champions, they are really no different to the type of 2000 Edge & Christian comedy and they were hot as champions.

Didn't Hornswoggle get the cruiserweight championship as well? Yeah against Chavo. Chavo never recovered after that. I have also never recovered from Chavo.

There's a big difference between a comedy jobber team and a capable tag team that's also funny.
Team Hell No, New Day, Big Show/Jericho all come off like threats to me. Rhyno is a former ECW champion who can carry a Heath Slater to greatness.

Jim Duggan - presented as a lovable oaf, but still a legitimate threat until he became a jobber in '92. R-Truth - post-heel turn. Goldust - during the Bookdust team. Isaac Yankem - crappy gimmick, but never a comedy act. Savio Vega - never. Crush - never. Gangrel - never. Viscera - during the World's Largest Love Machine phase. Eugene - once the initial storyline with Bischoff ended. Doink was a heel when he first showed up, it was actually a darker take on the clown gimmick. It wasn't even intended to be funny at first, just really messed up.

1. The Iron Sheik incident screwed over Duggan. He might have had an IC run.
2. Would YOU put a title on Jake? I wouldn't.
