Some of these kids on the UK division need to think their look.
Half of them look good characters and half of them are ultra generic.

That is a great start. I'm sure you can add Flash Morgan Webster and James Drake as part of the second 8 to be announced on Friday.
With the first round taking place at Download, that means Night 1 will have six tournament matches alongside BSS vs. UE. Last year had eight matches total, so that potentially leaves room for another match TBA.
Night 2 has the winner of the tournament vs. Dunne, alongside defenses of the NXT North American, Tag Team and Women's championships. Aleister Black is not announced for the shows, but I imagine he would definitely be there.

I'm going with Jimmy Havoc, Morgan Webster, Chris Brookes, Travis Banks, Mark Haskins, Mark Andrews, James Drake and Wolfgang.
I also have a feeling WALTER will have a presence during the two nights...

Regal really likes Havoc, so I'm sure he'll be pushing for his inclusion. He's incredibly talented character-wise, so I'm sure he could change things up slightly but still come across as a legit threat.

Between the Saudi Arabian money and the early quote for RAW from NBCU, maybe the funds are now there to create that weekly UK show.
