That's... exactly what this looks like it's shaping up to be, though there's the events of Nemesis and Star Trek 2009 to consider, especially what it means for the surviving Romulans. Picard may or may not be captain of the Enterprise anymore, but that doesn't mean it's the end of his career. He could be an admiral or in the civilian sector of Federation life, perhaps as an ambassador or councilman. I would really like them to explore the fallout from Romulus' destruction in that timeline from the perspective of Picard as well as the effect it has on interstellar politics. There's a lot of great story potential there. It'll be interesting if they incorporate any elements from the post-Voyager comics and novels, where Picard became an admiral and Data took over as captain of the Enterprise. While I don't expect a full TNG reunion, I can't imagine they won't have the Enterprise make an appearance at some point, perhaps with a digitally de-aged Brent Spiner in the captain's chair to pay off the hint that Data's consciousness was beginning to take control of B4 at the end of Nemesis, if for no other reason than the character deserving a better fate than dying in that shitty movie. I personally hope to see the beginnings of the Romulan Republic take form. I'm quite fond of them in Star Trek Online.

That would be more in line with archetypical Trek than Discovery's more action-based plot. For all its success, Discovery has proven to be very divisive with a significant portion of the Trek fanbase rejecting it out of hand. This feels a bit more like a calculated effort on CBS's part to snag a much bigger audience - a much-loved legacy character portrayed by the same actor, who also has his own large fanbase outside of Trek, and potentially a much more acceptable setting, tone and pace to appease those who hated Discovery. Then again, this could end up being the Star Trek version of The Expendables, and just have Picard and a bunch of other old geezers bringing order to the Federation one phaser blast at a time. Now I'm just laughing my ass off at the thought of Frakes trying not to bust his girdle in some over the top action scene.

Even though their arc ended perfectly in the finale, they need to bring back Q for an appearance or two to annoy Picard once more.
Bonus points if they have something akin to this exchange:
Picard: Go away Q! I have no time for your latest plot of mischief.
Q: Oh pish tosh Picard I'll have you know I'm a changed deity.
Picard: Really?
Q: Yes, during our time apart I integrated myself into a colony of colorful talking equines and learned a great many things about the ideals of camaraderie.
*Picard looks annoyed*
Q: Say, would you like me to take you there right now? I could introduce you to my favorite of the lot: the one known as Fluttershy. I'd think you two would get along smashingly, she has much an affinity for tea as you do.
Picard: LEAVE! NOW!
