He’s referred to as that on wwe currently (even if he’s taken a lot of Ls these past few years). He might not have broken ground like Stone cold, the rock or hogan, but kayfabe wise, it’s seems as if he’s the GOAT, 16 world titles in the wwe? 2 rumbles, 5 mania main events (not even including all his world title matches at the show), with maybe like a 10-4 record? I think Kayfabe wise the only person he compares to is Hogan

Yes. Because compared to his GOAT peers, Cena actually puts people over.
Yes, he’s squashed people as well, but I don’t think he’s that political. I’m thinking that’s more from Bince and the writers.

Depends on your metric. He's undeniably going to be one of the definitive personalities of WWE's history due, if nothing else, to his staying power. He's factored in some way or another for like 15 years, most of which he spent as a main eventer, often THE main eventer.
Do I think he's the most skilled? No, but the greats aren't always the most proficient.
He's A great to me, but I wouldn't call him THE greatest. I'd have to think a long while on who that'd be.

If we're talking kayfabe only, then obviously the case can be made for him. Taking everything else into consideration he's definitely one of them, but the absolute greatest? No.

Greatest pure WWE GOAT? 100% . I think Cena has more amazing matches than Hart or even Michaels.
I would put him in my top 5 with the other usual suspects.

Kayfabe... Arguable.
As a talent... Honestly I still by and large don't generally enjoy watching him and that the past few years every big match of his is, "Just do a mindless spotfest," doesn't help.

I dont think he is the overall goat , but I will say he is the greatest WWE champion of all time , he deserves that much praise

I mean, if you are going by almost any metric, he wins out or at least places top five. Solo draw power? He's second only to Hogan, Stone Cold, and the Rock and it's kind of arguable as they competed in massively different markets with Cena's being much smaller. It's kind of amazing how big of a draw he was/is with the comparatively miniscule fanbase he had to work with.
Merch sales? He slays most everyone else.
Staying Power? Been on top longer and more consistently than just about any other main eventer ever since the advent of weekly wrestling which completely changed the entire concept of long term champions and top guys.
Name Recognition? Despite that small audience I mentioned, he managed to become a well known media personality outside of wrestling. While The Rock is currently a bigger Hollywood star than him, he's been doing it much longer. Cena's current career path is looking very similar and could lead to just as big of a spot in the future right now.
Let's not forget that outside of the business, Cena's humanitarian efforts and ambassador roles have been far beyond anyone else pretty much ever. The man even knows Mandarin Chinese and uses it to help WWE with their relationships with Chinese companies. Also, of course, his massive contributions to the Make a Wish Foundations and other charity organizations.
His in ring work is on par with if not vastly superior to just about every other megastar wrestling has ever produced as well. He's far superior in the ring (and has better more interesting matches) than Hogan. Hell, he's much better in the ring than the Rock ever was by a long shot. Sure, he may not be BRet Hart, but Bret Hart doesn't even begin to compare to Cena in any other category, nor do most other workrate superstars like Michaels, Hennig, Daniel Bryan, or AJ Styles.
Honestly, as sick as everyone got of him in the IWC, let's not forget he still managed to entertain even his harshest critics pretty regularly, took it all in stride and still managed to be about the hottest thing WWE will likely ever see since the end of the Attitude Era even in a field that was absolutely bursting with big names with huge marketability in Batista, Orton, Michaels, Triple H, Taker, and Lesnar.
I mean, when we say "Haha No!" Who the hell are we even saying is actually a greater performer in the WWE than Cena? The only person I'd even personally begin to consider there is Ric Flair and he was not a WWE guy for the vast majority of his career. When it comes to WWE guys I think you can really only talk about five people as being the best they've ever had and those are: Cena, Hogan, Stone Cold, The Rock, and Taker. I just have trouble seeing the other four as being truly greater than him outside of in one or two categories at the most.

All time? Probably not. But of wrestlers who debuted in the 21st century? He's definitely at the top, and frankly I'm not sure I can think of a single name from this era who even merits serious consideration of being on par with Cena.

In story, 100%.
IRL, I don’t view him as the GOAT, but a case can definitely be made that he is one of the GOATs in wrestling history. The sustained run as the top guy that he had is pretty amazing.
