I know, I feel like a copycat right now, but I felt that it was time to talk about these two championships. The Intercontinental title was deactivated later, but these two were deactivated beforehand. Was it because they didn't want anymore mid-card belts? If it were up to me, I would have put the European title on Smackdown, though in the long-run it was better that they brought in the US title for Smackdown.

I've been wanting the Hardcore Title back for so long now.
It would make Raw less boring for me if I saw more brawling in different/weird locations on TV again.

Too many singles title for one branded show and give more importance to the new WHC.
Also the hardcore title gimmick was getting kid of old by that point.

The 24/7 gimmick was cool when it started but by the end all the constant title changes really devauled the belt. Raven had 127 title reigns for Pete's sake.

Hardcore wrestling is dead, and thankfully so. As for the European championship, it was always pointless.

The European title was a no-brainer, as the belt was originally made to give Davey Boy Smith an accolade without the WWF devoting any effort into putting anything useful on him (you know, a real belt?), but after Shawn Michaels beat him for the title in One Night Only, the title became a joke, and was often just handed over to people as rewards for helping out in exchange for heel antics.
The Hardcore title was a bit more complicated. Sure, there was a lot of reigns, but the belt's existence towards the end was mostly to give house shows something for fans to talk about, even if each show on the circuit bounced the belt around 3 or 4 wrestlers each night. Plus, they had already done just about everything stupid imaginable with that belt (referee holding a belt? Manager holding a belt? A Ho holding a belt?!).

The news I read at the time was the original plan was for the WWE title to be exclusive to Smackdown, and Raw would have the IC title. Unifying the Hardcore and Euro titles with IC would be what elevated it to world status. Of course the plan then was for RVD to be the champ while Triple H feuded with his Kliq buddies in the nWo. When Nash went down and the nWo disbanded they changed the plan. And HHH as the new Flair needed a bigger belt.

Bring back the European title as something of a pure wrestling title, but that probably wouldn’t get over in America, so it’s kind of pointless.
Hardcore wrestling in the WWE is dead, and rightfully so.

I think they also figured they didn't go to Europe enough to devote a title solely to there. but don't worry the Saudi title is in the works as we speak.

Out of all the singles championships, only two on either show are actually booked well. I don't think the booking team could handle even more singles belts.
And TBH, the 24/7 gimmick of the Hardcore title was really played out by then. It started out interesting but it just got corny near the end.
