Also, I keep meaning to include this, but apparently, WWF was considering a triple threat as early as summer 1995. According to Road Dogg, the breakup between him and Jarrett was meant to lead to a triple threat with them and HBK, for the IC title.

Honestly, Bret vs Luger vs Yokozuna probably should of been a triple threat at mania 10 I'm sure HBK would have thrown a tantrum about it. Apparently, Mankind had been considered for a triple threat with him, Rock, and Austin for 1999, when Shawn campaigned against it as he felt the title match should always be one on one. That's part of why Foley was confused when they called him up for the 2000 title match. He doubly had no reason to expect to be part of it.

Plus In 1994 HBK was just a midcarder. Hell the guy himself was in a triple threat main event for the title HBK wasn't, but post-1998 back injury, he was just kinda nebulously around for a fair bit, and while he had no official power, didn't mean he didn't run his mouth. But true, 1994 HBK was clearly on the rise, but he wasn't figured in quite yet to the big picture.
