The problem for them is that if they don't get Punk anyone else they can realistically get will be looked at as a disappointment. Pretty sure CM Punk is doing commentary for the Cage Fury MMA show on the same night as DoN.

As much as they push him, and give him titles, he's still never seen as The Guy. But that's not what a "Luger Moment" is. It's a high-profile someone who you would never expect to show up in a company other than the one they work for. People are already expecting Moxley/Ambrose to show up, so that wouldn't be a Luger Moment. Hell, if Roman DID show up at Double or Nothing, it would be a Luger Moment. But the only high-profile free agent that anyone would not expect to show up at DoN would be CM Punk, and he's busy that night.

I do not think Double or Nothing will have a true "Luger" moment as the event is a week away and the most likely candidates in Punk and Mox have been heavily discussed.
The original "Luger" moment was due to a combination of chance and time period. I doubt that the WWE is going to allow that again on their end and, honestly, is there anyone on that level that would make the moment an actual surprise rather than a mark out moment?

I think there is a decent chance Punk will show up at DoN (I know he's "busy", but that can easily change). I think it is a sure thing by October.

He's not exactly on best of terms with Cody and Jericho, though. Fair, but things have changed significantly in a short period of time. Punk's MMA career is a complete washout. He tried his best, but he's just not a real fighter. He's made a significant investment into his MMA venture for training and such, not to mention maintaining homes in both Chicago and Milwaukee. While I'm sure he's not hurting for money, a few big paydays for a light schedule and a nonexclusive contract would probably sound pretty tempting. And let's face it, he can't be raking in all that much jack with his d-level announcing gig. Plus, the last time he was made an offer by those guys, it was for nothing more than a one-off. Now, these guys are positioning themselves to be not only competition for McMahon, but actual legitimate, progressive competition. You just know that with a dude like Punk, there is still a desire in him to really stick it to McMahon. That would be almost as tempting as the money for him, I think. Add in that recently, Punk has been much more open to talk about wrestling, and is clearly up to date on the current WWE product. Oh, and there were just recently rumors that he worked under a hood for some room with like 25 people in it. Something is brewing there. I think there is a big surprise in store.
