Punishments don't get much worse than delaying a KOTR win for a year. Same thing my parents use to do to me when I was a naughty kid. Your parents delayed your King of the Ring win, by a year, when you misbehaved?

It is definitely overblown so they can tell a better story on documentaries and stuff like that. He did get his planned KOTR win taken away and he did spend the summer jobbing a good bit on TV but even that was just for storyline purposes with the Mr. Perfect angle where the end game was HHH winning the IC title. Even though he was losing it was for storyline purposes. It wasn't like they were jobbing him out to deliberately to devalue him like they do other guys when they are in the dog house. I would say the only instance of him being devalued during that time was when he lost fairly easily to washed up Jake Roberts in a KOTR qualifying match. As mentioned Bradshaw also ended up losing to Jake in the next round but he was at least protected more in that it was more of a fluke loss where Jake pinned him with a fluke DDT after he got his ass kicked the whole match.

My take on it is that Vince wasn't super-pissed about the MSG bit, but since some of his cronies were and managed to get him a bit heated about it, he punished HHH without really punishing him. Notice that all of those Mero losses appear to be clean losses, no DQs, no anything else to "keep Hunter strong" in any regard. Several of them ended with him losing to a slap from Sable. So in Vince's mind, that was a suitable punishment. To Hunter, who understands that a couple of months worth of straight losses can convince Vince - even though they are booked by Vince, because Vince is a lunatic - to lose hope on someone and was a serious threat to the spot he had been working to attain. So to us, it was no big deal; to Vince, it was something of a softball punishment, but to HHH, it was about as close to him losing everything he'd set his eyes on as he ever got.

I think whatever punishment he got was enough to teach him about dis bizness and what he needed to do to succeed for himself. I think he learned that Shawn didn't or couldn't have his back in that situation and that the locker room was still very heavily on Bret's side (despite Hart's absence during that time.) You hear enough old folks call you a "bum" after eating another pin on another night, you'll learn to do things for yourself to get better. Obviously he stayed friends with Michaels and the others, but I'm not sure he ever made a decision again that wasn't primarily in his own best interests, even when they were involved.

He got set back in a way that every single person actually involved confirms, Austin, etc, so yeah, he was punished, but it wasn't like they had him jobbing against guys who'd stiff him or something.
There is no rational argument to say it never happened, but sure, it's not like he was kept off of TV levels of buried or anything.

He put Mero over every night for a long time. Call it punishment or whatever. He took his medicine, probably apologized & worked his way back up. They didn’t bury him for 2 years or anything & once DX started getting over they probably quit worrying about the whole thing.

The Mero-HHH feud was set up with a backstage brawl at WM12, right? That was almost two months before the Curtain Call. Seems weird to me that they'd book any outcome other than Mero going over night after night, given it was his first feud and they were making a massive deal out of him. In other words, I'm skeptical that the Curtain Call turned a bunch of HHH victories over Mero into losses.

The narrative told was that he fell all the way to the bottom and was losing nightly to the Brooklyn Brawler & Barry Horowitz. He was IC champ by October. Narrative does not fit reality. It rarely does.
